I have seen this cited elsewhere, with a good deal of parsing of terms. It seems to me a statement toward moderation: something along the lines of, “We haven’t changed our opinions on human sexuality, but we don’t want to burn all bridges.” There’s something moderate, too, talking about “decisions of provinces,” in that the specific provinces have not been named. If it’s not collegiality with TEC and AC Canada, neither is it a ringing endorsement of the separatism of Nigeria. Now, I haven’t called this “moderate;” but I to think it leans toward moderation.
