It is: but this is the same Fraser who condemns E.E.A. freedom of movement, referred to those taking advantage of it as “rootless Rōnin,” * and gives enthusiastic nods to a no-deal Brexit. Doubtless he’d produce a parade of clever-clever split hairs and win the argument (he always does, one way or another). Regardless, his attitude to this issue is, at best, convoluted.
