Bishop of Chester criticised for not reporting a paedophile priest

The Telegraph reported on 13 March: Longest serving Church of England bishop faces calls to resign after court hears he knew about paedophile priest.

The longest-serving bishop in the Church of England is facing calls to resign after it emerged he knew about a paedophile priest in his diocese and did nothing.

The Bishop of Chester, Rt Rev Peter Forster, found out Rev Gordon Dickenson had become embroiled in a child abuse scandal decades earlier when the retired vicar wrote a letter about the affair in 2009.

Dickenson was convicted earlier this month of eight counts of sexual assault after pleading guilty to abusing a boy during the 1970s inside a church hall and even his vicarage.

But ten years ago, Dickenson had written to the Diocese of Chester which was conducting a review of past abuse cases admitting he been accused of the abuse during the 1970s and had promised the then Bishop of Chester he would “never do it again”.

Despite this admission, Bishop Forster failed to pass on the letter to the police or order an internal church inquiry…

…This case came to light in 2017 after Cheshire Constabulary published a report into the findings of an investigation into allegations of non-recent sexual abuse made against a former Bishop of Chester.

The Church Times reported:Diocese apologises as abuser pleads guilty.

The Diocese of Chester issued this statement on 15 March:

A statement from the Diocese of Chester in response to the sentencing of retired priest, Gordon Dickenson, who was jailed for a total of 27 months during a hearing at Liverpool Crown Court on 15 March 2019.

We can confirm that retired priest, Gordon Dickenson, has been sentenced and jailed for a total of 27 months during a hearing at Liverpool Crown Court. He had previously pleaded guilty to eight counts of sexual activity with a child. This refers to his time as Vicar of Christ Church, Latchford, in 1973 and 1974.

We offer an unreserved apology to the survivor who has shown bravery and courage to share his experiences with the police and we acknowledge how difficult and distressing this must have been for him.

The Diocese has provided full co-operation with the police throughout the current investigation and anyone affected by today’s news should contact the Diocesan Safeguarding Adviser.

It has been reported that Gordon Dickenson wrote a letter to the Diocese, dated 2009, in which he admitted he had been accused of abuse during the 1970s.

The Diocese wishes to apologise for not acting on this information in 2009 and acknowledges that, had it done so, the police may have brought a prosecution against Gordon Dickenson sooner.

An independent review will be conducted into the handling of the case to identify where any failures in procedures arose, and what lessons can be learned.

On the BBC Radio 4 Sunday programme this morning, Meg Munn chair of the Church of England’s National Safeguarding Panel, was interviewed about this matter. You can hear what she said here, from about 27.5 minutes in, or in this extract over here.

Martin Sewell has referred to this matter in an article published at Surviving Church: Too important to care about child sexual abuse? Problems for Church and State. Concerning Bishop Forster, he writes in part:

…In both cases, plainly those exercising misjudgement are not bad people. I constantly remind readers that the context of the time must be factored in.  However, the time for this to be an excuse allowing us to continue, simply apologising, undertaking a “learned lesson review’ and moving on, has surely passed. That scenario has been played out too many times in too many places. Victims need to see more robust responses either from the individuals concerned or from the relevant institutions.

Until such public figures pay a price, either through voluntarily resignation, through the withdrawal of honours conferred upon them, or through being shunned by the court of public opinion, we shall continue to have a culture of minimisation and cover-up. Hitherto the only ones who have paid a price for these matters coming into the public domain are the victims who have to revisit their history of pain, humiliation, anger and all the tragedies within their personal lives that go with this.

If the Establishment, secular or faith, is to retain any credibility, it is time for its members to grasp the personal responsibility that such cases require. Great reputation and personal advantage goes with public status: with great privilege goes great responsibility. Respect for both victims betrayed and the institutions served requires no more feet shuffling but bold moral acceptance of consequence through principled resignation…

May we have a statement from the Second Church Estates Commissioner, Dame Caroline Spelman, on the outrageous decision by the Church of England to issue the official invitation to next year’s Lambeth conference and explicitly forbid the same-sex spouses of bishops from attending, when the heterosexual spouses of bishops have been warmly invited? This is a totally unacceptable position for our established state Church to adopt, and this House needs to tell the Church we have had enough of it.

Today the Church Times has a report about the Canadian bishop, Kevin Robertson, affected by this:  Gay bishop accuses Primates of homophobia.

…When asked if he believed the fierce opposition to his presence, let alone Mr Sharma’s invitation, from GAFCON­ aligned Primates was driven by homophobia, he replied “I do.”

“Because it appears there’s an inconsistency,” he said, pointing to a blog by the Secretary-General of the Communion, the Rt Revd Dr Josiah Idowu-Fearon, which announced the policy of barring gay spouses (News, 22 February).

Dr Idowu-Fearon wrote that it was because same-sex marriages were inconsistent with a resolution on marriage from the 1998 Lambeth Conference which defined marriage as the lifelong union of one man and one woman.

“I know as we approach 2020 that there are bishops who have been divorced and remarried, in some cases more than once, who are being invited, and their spouses are also being invited,” Bishop Robertson said.

“So to hold up Lambeth 1.10 as the reason for Mohan and Becki not to be invited seems a little thin; it doesn’t seem particularly consistent…”

Reviewer investigates complaint about Wakefield Cathedral

House of Lords considers clergy exemption for same-sex marriage, again

A month ago, we reported that House of Lords considers removal of clergy exemption on same-sex marriage. Another attempt occurred on 1 March. There is a report in the Church Times Bishop of Oxford resists gay-marriage amendment.

This time the exact text of the amendment was longer:

1: After Clause 1, insert the following new Clause–

“Removal of exemption for clergy under the Marriage (Same Sex Couples) Act 2013
(1) The Secretary of State must by regulations made by statutory instrument make such provision as is necessary to amend the Marriage (Same Sex Couples) Act 2013 to enable the Church of England and the Church in Wales to opt in to the provisions of that Act allowing the solemnization of the marriage of a same sex couple.
(2) A statutory instrument containing regulations under subsection (1) may not be made unless it has been laid before, and approved by a resolution of, each House of Parliament.
(3) Subject to subsection (2), regulations under this section must be in force by the end of the period of 6 months beginning with the day on which this Act is passed.
(4) Regulations under subsection (1) may not amend–(a) section 1(3) of the Marriage (Same Sex Couples) Act 2013,(b) section 1(4) of that Act, or(c) section 2(5) or (6) of that Act.”

This includes first the full text of the Bishop of Oxford’s interventions, followed by a transcript of the entire debate. The latter is well worth reading to see the arguments being put forward by peers in favour of this change.

Here is an extract from the Bishop of Oxford:

As noble Lords are aware, together with other Churches and faith communities across the world, the Church of England is exploring these issues in depth–and, I accept, at length. My colleague the right reverend Prelate the Bishop of Newcastle chairs our pastoral advisory group, and last week brought a helpful series of pastoral guidelines to the General Synod. My colleague the right reverend Prelate the Bishop of Coventry chairs a process of exploration under the title Living in Love and Faith, which was referred to by noble Lords. Both processes are due to report to the General Synod in 2020. It is true that these proposals will contain resources for reflection. They may not contain recommendations for action but they will be followed by further work, debate and proposals to be tested by the General Synod in due course–as soon as possible, I hope.

Recently, I issued a pastoral letter with my fellow bishops to our own diocese of Oxford under the title, Clothed with Love. We are taking pastoral steps in the diocese to encourage greater inclusion and support within the Church’s existing guidelines. That letter has been warmly welcomed by many LGBTI clergy and laity, and more widely across the Church by those who want to see further change. It has led to many fruitful conversations. However, it is also a sign of where the Church is, and of the deep views held in good conscience on the issue, that the same letter has dismayed and unsettled some others who fear that the Church will change what is regarded as essential and core doctrine. The correspondence illustrates the need for further deep and respectful dialogue within the Church, and I remain committed to that.

My response to the amendment is that, as a Church, we need more time for deeper reflection and prayer; for listening, recognising the urgency of the situation; for listening to those outside and within the Church; and for developing our responses. I am grateful for the intention behind this amendment and the opportunity to air these issues in this Chamber. Nevertheless, I need to resist the amendment on two grounds, both of which have been referred to.

First, the legal powers already exist to enable the Church of England and the Church in Wales to begin to solemnise same-sex marriages should they choose to do so. That change will be registered through a change in the doctrine of marriage and therefore in canon law. It is important for the overall process that the Church is seen to make its own decisions first, and only then for those decisions to be taken through Parliament.

Secondly, the Church itself must continue its conversation and debate, and reach conclusions through the careful process of listening, exploration and discernment about the right way forward and the right time for such a move. While I am grateful to the noble Lord for his amendment and deeply grateful for the speeches that have been made, and will gladly commit to passing on to my colleagues all the views expressed here, I hope the Government and the House will resist the amendment, as on previous occasions in this Chamber.

Episcopal News Service Executive Council asks bishops, spouses to ‘prayerfully and carefully consider’ response to Lambeth decision

Executive Council has asked The Episcopal Church’s bishops and their spouses, and the House of Bishops collectively, “to prayerfully and carefully consider her/his/their response, choices and actions” in the light of what it calls the “troubling circumstances” of the decision to exclude same-sex spouses from the 2020 Lambeth Conference of bishops.
Council unanimously approved a resolution on Feb. 25 that says it finds the decision “inconsistent” with the positions of The Episcopal Church and with multiple statements of Anglican Communion entities that have urged the church to listen to the experiences LGBTQ persons.
“Exclusion of spouses at Lambeth Conference: When does all mean all?” calls the decision “particularly misguided and inconsistent with the stated purposes of the conference,” in part because the conference planning group decided to run a joint program for bishops and their spouses, rather than the traditional parallel programs. The FAQs section of the Lambeth2020 website says that the joint conference “is in recognition of the vital role spouses play across the Anglican Communion and a desire to support them.

Premier Bishop to attend Lambeth Conference without wife in protest at bar on gay clergy partners

The Bishop of Liverpool has said he will attend an international summit of Anglican leaders without his wife next year, in protest at a bar on the partners of gay clergy.
Rt Rev Paul Bayes described the decision to prevent same-sex partners of clergy from attending the 2020 Lambeth Conference as an “act of exclusion”.
In a message posted on Twitter, he said: “I deeply regret that, in the fractious complexities of our life as a worldwide people, this act of exclusion has taken its place.
“It is a grief to me and to my wife, and to many others. Despite this, I aim to attend the Conference, alone, in the hope of a common future.”

Faith and Sexuality Survey results published

The Ozanne Foundation has published the results of the 2018 National Faith & Sexuality Survey. There is this Press Release  which summarises the results:

SURVEY HIGHLIGHTS REPORTS OF SIGNIFICANT HARM EXPERIENCED BY LGBQ+ CHILDREN OF FAITH WHO ARE SUBJECT TO “CONVERSION THERAPY”

The 2018 National Faith & Sexuality Survey has revealed the high level of mental health issues reported amongst people who have attempted changing their sexual orientation, with many sharing they have attempted suicide or had suicidal thoughts. Over half said they first attempted to change whilst they were 18 or under with many stating they were influenced by their religious leader. 22 people said they had been forced to undergo sexual activity with someone of the opposite gender. These attempts were reported as being overwhelmingly unsuccessful, with the primary motivations given for attempting to change relating to either religious beliefs or internationalised homophobia.

The survey, the first of its kind in the UK, was designed to understand the impact of religious belief on people’s understanding and acceptance of their sexual orientation. It ran during December 2018 and attracted over 4600 responses, of which a tenth (458) stated they had personal experience of attempting to change their sexual orientation. Over half of these said they had experienced mental health issues, of whom nearly a third (91 people) said they had attempted suicide while over two-thirds (193 people) said they had had suicidal thoughts. Two in five of those who reported mental health issues indicated they had self- harmed and a quarter said they had suffered from eating disorders. Few said they had sought advice from the medical profession but instead nearly half said they had sought advice from their religious leader, who was identified as being significantly more likely than parents to be the person to advise or force attempts at sexual orientation change…

…The report is being presented at a lunchtime fringe meeting at the General Synod on February 21st 2019 ahead of the Church of England’s own presentation of its proposed “Pastoral Principles” for pastoral ministry among LGBTI+ people in the Church.

Living in Love and Faith and the Pastoral Advisory Group present to synod

This paper summarises developments regarding the Living in Love and Faith project and the work of the Pastoral Advisory Group. It includes an account of some of the key activities that the work has involved, the emerging shape of the groups’ next steps and how these relate to finding a way forward for the Church in matters relating to human identity, sexuality and marriage.

The paper introduces two key pieces of work, namely the ‘Living in Love and Faith Learning Outcomes’ and ‘Held Together in the Love of Christ: Pastoral Principles for Living Well Together’ produced by the Pastoral Advisory group. Spouses of bishops not invited to Lambeth Conference unless of opposite sex

ACNS has published this article by Archbishop Josiah Idowu-Fearon: The global excitement about Lambeth Conference. To date most of the excitement about this article has related to the following paragraph (emphasis added):

I need to clarify a misunderstanding that has arisen. Invitations have been sent to every active bishop. That is how it should be – we are recognising that all those consecrated into the office of bishop should be able to attend. But the invitation process has also needed to take account of the Anglican Communion’s position on marriage which is that it is the lifelong union of a man and a woman. That is the position as set out in Resolution I.10 of the 1998 Lambeth Conference. Given this, it would be inappropriate for same-sex spouses to be invited to the conference. The Archbishop of Canterbury has had a series of private conversations by phone or by exchanges of letter with the few individuals to whom this applies.

The Episcopal Church currently has one actively serving bishop who has a same-sex spouse. The Rt. Rev. Mary Glasspool was elected as bishop suffragan of the Diocese of Los Angeles in December 2009 and consecrated May 2010. She has been bishop assistant in the Diocese of New York since April 2016. She is married to Becki Sander, her partner of more than 30 years.

Glasspool told Episcopal News Service Feb. 18 in a telephone interview that she received a letter from Welby on Dec. 4, 2018, in which he said that he was writing to her “directly as I feel I owe you an explanation of my decision not to invite your spouse to the Lambeth Conference, a decision that I am well aware will cause you pain, which I regret deeply…”

OneBodyOneFaith extends hospitality to shunned Lambeth partners

OneBodyOneFaith has expressed its sadness and disappointment at the decision to exclude same-sex partners from the 2020 Lambeth Conference, and offered hospitality to those partners who would still like to attend.  

Tracey Byrne, Chief Executive, responded by promising to ensure that same-sex partners of bishops who wished to join them in Canterbury, would be warmly welcomed.  ‘We are called to follow the example of Jesus in extending the table to those with whom we don’t necessarily agree, and we applaud the effort of the organisers to do just that – but we need to go further. Radical Christian inclusion demands no less from us.  These partners may be few in number but they are hugely symbolically significant, prophetic even.  We are reaching out to them over the coming weeks, and have already been contacted by members and supporters offering accommodation.  We will do everything we can to ensure that they are there in Canterbury next year.’

Victims of abuse address the church through hard-hitting booklet

The General Synod of the Church of England, meeting this week in Westminster, has once again been forced to face up to the crisis of abuse by clergy and other church officers. In spite of featuring prominently in the ongoing Independent Inquiry into Child Sexual Abuse (IICSA), the church had decided not to formally discuss the crisis during its four-day meeting. But victims and survivors of church abuse have forced the issue back onto the church’s agenda through a hard-hitting pamphlet. The booklet We Asked for Bread but you gave us Stones updates a previous booklet, which shocked many synod members twelve months ago. Victims of abuse, whose comments about the church caused widespread dismay this time last year, were asked to describe how the church has treated them since then.

The message of the booklet is that for all the talk, the Church of England is no further forward in addressing the needs of victims. “I have been more of less abandoned'” says one. Another complains that “Nobody has taken charge. We remain adrift.” The Archbishop of Canterbury has described the church’s treatment of complainants as “a deeply evil act.” And yet Andrew Graystone, who collated the new booklet, says that the church has persisted in its “lawyer-led, money-driven approach to survivors of abuse.” He pleads for the church to treat its victims as “wounded friends” and to “start by asking what you might do to help them rebuild their lives.”

All members of the General Synod will receive a copy of the new booklet when they arrive for the meeting on Wednesday.

Updates on the case of Bishop George Bell

We last reported on this matter on 24 January, when the Briden report was published. There have been some further developments:

The Church Times reported on 1 February: Welby welcomes plan for George Bell statue hours after apologising for Church’s handling of the case.

THE Archbishop of Canterbury has welcomed plans for a statue of the late Bishop of Chichester, George Bell, to be completed and installed in Canterbury Cathedral, hours after apologising for the Church’s botched handling of an allegation of sexual abuse against the Bishop.

Plans for the statue were halted in 2015, after a woman known as “Carol” alleged that Bishop Bell, a former Dean of Canterbury Cathedral, had sexually abused her in the 1940s, when she was nine…

And on 8 February: George Bell ‘should not have been named’ in Church’s settlement of sex abuse allegation.

THE blackening of George Bell‘s name would not have happened had there been a confidentiality clause governing the payment made to “Carol”, who accused him of sexual abuse, the Bishop of Chichester, Dr Martin Warner, said on Monday.

Dr Warner was addressing supporters of Bishop Bell at the Rebuilding Bridges conference, held at 4 Canon Lane, Chichester, to which supporters wish to see the name “George Bell House” restored…

The resolutions which the Bell Society has promoted for some time are these:

  1. Archbishop Justin Welby to apologise for his “significant cloud” remark concerning Bishop Bell
  2. Bishop of Chichester, Martin Warner, to invite Barbara Whitley, Bishop Bell’s niece, for a face-to-face meeting. 
(She has already requested such a meeting.)
  3. Chichester Cathedral’s Dean and Chapter to restore the name of 4 Canon Lane  to George Bell House
  4. Chichester Cathedral’s Chancellor and Canon Librarian, the Rev’d Dr Anthony Cane, to permit the reinstatement of Bishop Bell’s portrait and plaque
  5. Chichester Cathedral’s Dean, the Very Rev’d Stephen Waine, to correct page 37 of the Cathedral Guide: Society and Faith
  6. The General Synod to undertake a Full Debate at the earliest opportunity, regarding the serious implications arising from Lord Carlile’s Report

It will be interesting to see if Questions asked at General Synod next week produce any further answers.

Schools get advice on dealing with LGBT issues

The Church Times reports on a project to help faith schools with educating pupils on LGBT issues:

LGBT plan for faith schools released

A TEN-POINT plan to help children deal with LGBT issues at faith schools has been released as part of a report into the LGBT charity Educate and Celebrate.

The study, written by Dr Anna Carlile, a researcher in the Department of Education at Goldsmiths, University of London, collected interview and focus-group data from five representative schools where Educate and Celebrate had worked.

Educate and Celebrate works with faith schools and schools that serve faith communities to help them understand the LGBT community. Their ten-step process is: first, to “begin with a one-off anti-bullying assembly, which builds staff confidence”; and, second, to “embed the Educate and Celebrate materials across the curriculum and within the school environment, with full usualising achieved by the end of the school year”.

Meanwhile, the Guardian reports that many faith leaders are signatories to an open letter to the Department for Education, urging them not to weaken the draft guidance for independent schools:

More than 50 faith leaders, education experts and rights advocates have said young LGBT people would be at increased risk of bullying in schools if the government waters down draft guidance in response to pressure.

The Department for Education has issued draft advice to independent schools, saying secondary school children should know about “protected characteristics” under the 2010 Equality Act, which include gender reassignment and sexual orientation. Primary school children should be “aware of the ways in which people can be different and be respectful of those differences”.

Lambeth Conference and GAFCON

From an ACO press release: The Primate of the Anglican Church of Southern Africa, Archbishop Thabo Makgoba, has called on Anglican bishops to attend the next Lambeth Conference despite differences within the Anglican Communion.

Lambeth Conference: Archbishop of Cape Town calls on bishops to “express your difference”.

…”I know people talk about the fabric of the communion as torn”, he said, “but we are all fallible human beings in need of God’s love and grace, and we need each other.”

Archbishop Thabo made his comments in a video on the Lambeth Conference website. In it, he says: “As said in Sepedi [the language of Northern Sotho]: one bangle doesn’t ring, two bangles will make a beautiful noise. So we are never alone in this journey.

“Whether you agree with where the communion is, whether you don’t agree, come and express your difference in this beautiful space which is a gift from God. Don’t just stay at home and say ‘I’m not going’.

“We want to hear that voice. It’s not a conference of like-minded people; it is a conference of Anglicans. I mean, for God’s sake, Anglicans, from our inceptions, we’ve always had push and pull. So push and pull should not be a distraction, but it should be celebrated.

“It’s what I call at home, ‘celebrating the gift of difference’. So I encourage all bishops and their spouses to make every possible effort to come and see what God is doing through us in his world…”

The Chairman of the GAFCON Primates Council, Archbishop Nicholas Okoh of Nigeria, has issued a statement which is headlined simply Warning from the Chairman, headed by a photograph of the marriage last year of Toronto suffragan bishop Kevin Robertson, who has been invited to attend the Lambeth Conference in 2020. Bishop Robertson was also among those who this week attended this: New Anglican Communion bishops receive induction in Canterbury, Lambeth and the ACO.

Archbishop Okoh eventually concludes that:

…With great sadness we therefore have to conclude that the Lambeth Conference of 2020 will itself be an obstacle to the gospel by embracing teaching and a pattern of life which are profoundly at odds with the biblical witness and the apostolic Christianity through the ages…

Last September, the Church of Nigeria had issued a communique which included this:

…It supports the House of Bishops of the Church of Nigeria in reaffirming the Statement of GAFCON 2018 that the Archbishop of Canterbury should invite as full members to Lambeth 2020 the Bishops of the Province of the Anglican Church in North America and the Province of the Anglican Church in Brazil, and that he should not invite those Provinces that have endorsed by word or deed sexual practices that are in contradiction to the teaching of Scripture and Resolution 1.10 of the 1998 Lambeth Conference, unless they have repented of their actions and reversed their decisions. In the event that this does not occur the Bishops of the Church of Nigeria (Anglican Communion) unanimously resolved that they will decline any invitation to attend Lambeth 2020 and all other meetings of the Instruments of the Communion.

Even earlier, the Church of Uganda had made a similar decision: Ugandan bishops pledge to boycott Welby’s landmark Lambeth Conference 2020.

Open letter supporting bishops on transgender pastoral guidance

The Church Times reports on a letter received, containing 599 signatures: Support for House of Bishops’ trans rites guidance. The letter was written by The Reverend Dr Jo Kershaw.

THE House of Bishops’ decision to offer transsexual people a way to recognise and celebrate their transition in church should be welcomed, not retracted under the pressure of a “fear-mongering and ungracious response” from conservative Christians.
This is the view expressed by 599 lay people and clerics, including a former Archbishop of Canterbury, Lord Williams, in a letter to the Church Times this week.
“We write in support of the guidance provided by the House of Bishops to help those wishing to celebrate their gender transition,” the letter says, before thanking the group that is co-ordinating the Bishops’ sexuality project, Living in Love and Faith (LLF). This includes the Revd Dr Christian Beardsley, a transgender priest who resigned last week (News, Comment, 1 February).
The letter continues: “It is right and proper that the Church should make a loving pastoral response to trans people who are looking for a way to recognise and celebrate their transition in church, and surely the use of the affirmation of baptismal vows is a powerful statement of faith.”

House of Lords considers removal of clergy exemption on same-sex marriage

On Friday, in the House of Lords, three Labour peers proposed an amendment to the Civil Partnership, Marriage and Deaths (Registration etc) Bill which would remove the clergy exemption in relation to same-sex marriage. This amendment was later withdrawn after the Government stated that it could not support it.

The exact wording of the amendment was as follows:

2: After Clause 1, insert the following new Clause–

“Removal of exemption for clergy under the Marriage (Same Sex Couples) Act 2013

(1) The Secretary of State must make regulations to amend the Marriage (Same Sex Couples) Act 2013 to remove the exemption for members of the clergy to solemnize the marriage of a same sex couple.(2) Regulations under this section must be in force by the end of the period of 6 months beginning with the day on which this Act is passed.”

LLF project loses transgender member

Today’s Church Times has an exclusive report: House of Bishops’ sexuality project loses transgender member

A TRANSGENDER priest, the Revd Dr Christina Beardsley, has pulled out of the group that is co-ordinating the House of Bishops‘ sexuality project, Living in Love and Faith (LLF).

In an article in this week’s Church Times, she argues that not enough attention is being paid to the experiences of LGBTI+ churchpeople. And she questions the neutral stance that the LLF process has been taking: “There’s an assumption that LLF is handling equally valid views about sex and gender on which we can, in the end, agree to disagree.”

The report quotes reactions from both Dr Eeva John and the Bishop of Coventry:

The co-ordinating group was surprised and saddened by her departure, the project’s enabling officer, Dr Eeva John, said on Tuesday. She felt that the group had “always been very aware of how deeply personal and painful these matters have been”, and attempted to listen to people without skirting round issues, “but we do that imperfectly”.

She disputed the contention that not enough weight was being given to LGBTI+ voices. As part of the wider participation, which will be fed into the LLF process in the coming weeks, Dr John had held interviews with 22 individuals, 15 of them LGBTIA+, including five transsexual people.

There were eight openly LGBTI+ people in the LLF working groups, 12 if the Pastoral Advisory Group was included. Dr Beardsley would be replaced, she said. “We’re going to find another trans person. We need that voice.

“The Bishop of Coventry, Dr Christopher Cocksworth, who chairs the co-ordinating group, said on Tuesday that LLF was not simply about balancing different views. “We cannot regard it as impossible in a Christian community to enable people to understand each other’s heartfelt perspectives; and it is our hope that, in a deeper understanding, there will develop a greater level of respect between those who hold differing views — and a greater possibility of assessing the validity of those views and whether they fall into the Christian spectrum.”

Dr Christina Beardsley: Why I left the Bishops’ sexuality project

…Deciding to leave has been hard. I have loved and been loved by the other members. I admire and respect them, and know that they are doing their best, though with their hands tied by the constraints of “the Church’s current teaching”. Praying together as a group has brought us close.

But the moment came. At our meeting in the second week of January, two triggers, in quick succession, brought matters to a head. An LGBTI+ person known to me was demonised. It was as if a mask had suddenly dropped.

Shortly afterwards, the principle of “no talking about us without us” was diluted, yet again, in relation to someone else I know. It was all too much.

My concerns about process, however, have existed for months. I can list these under three headings beginning with the letter “p”: power, parish, and practical theology…

Further opposition to the bishops’ guidance on transgender services

There continue to be developments in the campaign against the House of Bishops’ guidance on transgender services which we first reported here, and then here. Reports of the criticism are first of all here, and subsequently here.

This was reported in the Church Times: Letter urges House of Bishops to ‘revise, postpone or withdraw’ its trans guidance

…The open letter, which has been signed online by members of the clergy and laity, is being circulated by critics of the guidance, including the conservative Evangelical organisation the Church Society (full text below). It is understood that the letter was intended to be made public in the week before the General Synod’s sessions next month.

Everyone should be welcomed in churches, the letter says, but “we do not believe that the Guidance is the right way to do this, since it raises some significant issues for the Church’s belief and practice.”

It continues: “The House of Bishops previously stated that no new liturgy would be offered. The title of ‘gender transition services’, the focus on the use of a person’s new name, the use of oil and water contrary to previous rubrics in Common Worship, and the description in the later explanatory note confirming that this service is to be used to ‘mark gender transition’ amount to the offering of a new liturgy, since existing wording is now being put to a new purpose…”

This statement was issued by Church of England (as reported in the Sunday Times):

“The bishops will give the letter their serious consideration, especially in the context of the preparation of a major new set of teaching and learning resources on identity, relationships, marriage and sexuality, ‘Living in Love and Faith’, which will be published next year.

“Transgender matters will be covered in those resources and the pastoral guidance does not pre-empt the work of the ‘Living in Love and Faith’ process. The guidance is not a restatement or a new statement on matters relating to gender, nor does it change the Church of England’s teaching.”

Briden report on the Bishop Bell case is published

Updated Friday morning with media coverage (scroll down) and again Saturday

The Church of England’s National Safeguarding Team has today issued this:

A ruling by Timothy Briden, a senior ecclesiastical lawyer, relating to fresh information received about the late Bishop George Bell, has been published today. Mr Briden was appointed by the Bishop of Chichester to make an independent assessment of the evidence that had been brought before the core group, the Church’s response to any safeguarding situation…

…The core group took the view that there were no safeguarding issues arising out of the fresh information and Mr Briden concluded that the allegations presented to him were unfounded.

Lessons have already been learnt from this case and we have apologised for mistakes made in our processes. Both the Archbishop of Canterbury and the Bishop of Chichester have released their own statements.

Statement from Archbishop of Canterbury, Justin Welby

I apologise unreservedly for the mistakes made in the process surrounding the handling of the original allegation against Bishop George Bell. The reputation of Bishop Bell is significant, and I am clear that his memory and the work he did is of as much importance to the Church today as it was in the past. I recognise this has been an extremely difficult period for all concerned and I apologise equally to all those who have come forward and shared stories of abuse where we have not responded well.

An allegation against the late Bishop George Bell, originally brought in 1995, was made again in 2013 in the context of a growing awareness of how institutions respond to safeguarding cases. A review carried out by Lord Carlile into how the Church of England handled the case concerning Bishop Bell made a significant number of recommendations, and the Church of England accepted almost all of these.

At the end of 2017 several people came forward with further, fresh information following the Carlile review, and after a thorough, independent investigation, nothing of substance has been added to what has previously been alleged. A statement from the National Safeguarding Team explains the processes involved in reaching this latest decision more fully…

RULING ON GEORGE BELL INVESTIGATION – A RESPONSE

…The Carlile report, and this subsequent investigation, have however shown how much we have had to learn about dealing with cases from the distant past. The Independent Inquiry into Child Sexual Abuse has already questioned the Church over its response to the Bishop Bell case and the review by Lord Carlile. We expect that their report on our two hearings – to be published later this year – will address further the complex issues that have been raised and will result in a more informed, confident and sensitive handling of allegations of abuse in the future. We have learned much about what makes for better process and continue to do so.

In particular, we have learned that the boundaries of doubt and certainty have to be stated with great care, that the dead and those who are related to them have a right to be represented, and that there must be a balanced assessment of the extent to which it would be in the public interest to announce the details of any allegation.

It became obvious that a more thorough investigation must be made before any public announcement can be considered and that the level of investigation typically undertaken for settlement of a civil claim is not adequate to justify an announcement. It is now clear that if an announcement about any other person is to be made, it must not imply certainty when we cannot be certain. We have also now understood much more besides, in particular about the trust that people place in us and their legitimate expectations of us as guardians of the inheritance of faith.

We recognise the hurt that has been done to all who have been directly involved, including the family of George Bell and those who continue to respect his achievements, as a result of the areas where we have fallen short. We apologise profoundly and sincerely for our shortcomings in this regard. The responsibility for this is a shared one, as are the lessons learnt from it…

Tennessee diocese implements same-sex marriage procedures

We reported earlier on the situation in the Diocese of Albany in Upstate New York. Another of the previously dissenting bishops in the Diocese of Tennessee (which covers the Middle portion of that state) has taken a rather different course of action:

Episcopal News Service Tennessee bishop recruits neighboring colleague to implement same-sex marriage rites

Bishop John Bauerschmidt announced Jan. 18 that neighboring Bishop Brian Cole of East Tennessee will “provide pastoral support” to Tennessee couples, clergy and congregations who want to solemnize same-sex marriages.

To begin that process, Bauerschmidt wrote in a two-page description of his policy, all canonically resident clergy in the diocese must notify him and assure him that the cleric’s congregation agrees to their use.

Bauerschmidt, who opposes same-sex marriage, said that “where there is disagreement in teaching about the sacramental rite of marriage between bishop and clergy there can be no effective oversight of marriage by the diocesan bishop.” Thus, another bishop must be available to “provide whatever episcopal support is needed for couples and clergy preparing for marriage.”

Bauerschmidt said his policy applies whether the trial-use rites or any other marriage rite is used…
