Independent Reviewer’s report on See of Sheffield published

A report of the review of nomination to the See of Sheffield by the independent reviewer Sir Philip Mawer has been published today.
The report and appendices set out the findings of a review requested by the Archbishops of Canterbury and York in March this year following the announcement that the Bishop of Burnley, Philip North, was to withdraw from nomination to the Diocese of Sheffield.
The 75-page report draws from meetings with and personal submissions from more than 100 people (including over 60 from the Sheffield diocese) over recent months seeking to learn lessons from the events surrounding Bishop North’s nomination to and subsequent withdrawal from the See.
Sir Philip was appointed in 2014 as Independent Reviewer to resolve disputes arising from the operation of the House of Bishops’ Declaration, which sets out the Five Guiding Principles behind the legislation which opened the way for women bishops. His report seeks to set out valuable lessons for the wider Church of England following events in Sheffield.
The Archbishops of Canterbury and York said: “We are very grateful and deeply indebted to Sir Philip for this detailed, thoughtful and authoritative review.
“We will be reading it carefully and discussing the lessons with the House of Bishops when it meets later this year and will respond in greater detail in due course.
“We reaffirm our commitment to the vital principle of mutual flourishing as the Church and will endeavour to maintain the bond of peace and affection and live God’s reconciliation in Jesus Christ, even amid difference on questions on which Christians may disagree Christianly.”
Concluding his report, Sir Philip remarks: “The story of what happened in respect of the Sheffield nomination is not populated by villains but by people who were simply seeking to do their best according to their own understanding of their responsibilities and in the light of their Christian convictions.
“There is, frankly, no merit, if those of differing convictions in the Church are to continue to live together, in anybody searching for scapegoats.”
He adds: “I have suggested in this report that further consideration under the auspices of the House of Bishops, of the theological and pastoral issues raised so far by the Church’s experience of living out the 2014 Settlement would be healthy.
“But at the end of the day of the day, the choice facing the Church is a simple one … whether to continue wrestling with the issues I have identified, for the sake of the Gospel, or whether to abandon the Settlement.
“If those who take the majority view in the Church are to retain credibility in the eyes of the minority, there is only one choice which I believe they can make.
“Equally if those in the minority wish to continue as honoured and full members of the Church of England, they need to ensure that they act and speak in ways which show understanding of the position of ordained women, which emphasise their commitment to the corporate life of the Church and which encourage the majority to remain unequivocally committed to the success of that Settlement, ‘that they may all be one ….. so that the world may believe’.”
47 CommentsReaders will recall the recent letter from the Primate of Australia concerning the participation of certain Australian bishops in the consecration of Andy Lines as an ACNA bishop.
A complaint about the action of those bishops has now been raised by four other Australian bishops, and the primate has referred the issue to the Anglican Church of Australia Appellate Tribunal for a ruling.

We refer to your letter of 2 July to all the Bishops, and to the participation of three of our colleagues in the consecration of a person in a church not in communion with this church.
We believe that this action raises fundamental questions of ecclesiology in respect of the Anglican Church of Australia. Failure to have the questions which arise from the actions of the Archbishop of Sydney, the Bishop of Tasmania, and the Bishop of North West Australia properly determined will mean that our fellowship in the college of Bishops will be gravely impaired.
We would therefore urge you to refer to the Appellate Tribunal pursuant to S.63(1) of the Constitution questions which arise both from the actions of our colleagues and the letter under reply.

But it includes this:
…from early on, there were seeds of anxiety. In particular, there was unease regarding those music groups and concerts that, up to this point, had been welcomed with open arms, but were now being seen as less acceptable, owing to the new leadership’s interpretation of Christian teaching…
Another fact that has recently emerged is that among the musical groups which regularly use the church is this one: London Gay Symphony Orchestra.

This week, a grouping of mainly North American evangelical Christians, which in the past has been noted mainly for its espousal of complementarianism, issued a new statement, which is about sexuality and gender identity. This has been named by them (to the chagrin of the city’s mayor) as the Nashville Statement.

It asserts a fundamentalist and uncompromising perspective on both gender and sexuality, one which dismisses LGB people, trans and non-binary people, and those who identify as intersex. It hurts and harms those of us who know ourselves to be uniquly created and loved by God, a God who is revealed, and delights, in the diversity of our humanity….

22 CommentsThere has been considerable media coverage of a developing row over the policies of the Church of St Sepulchre Holborn,in London.
The story was first reported by Olivia Rudgard in the Telegraph Proms conductor in row with musicians’ church after it bans ‘non-religious’ concerts. She reported:
…a London church has become embroiled in a row with one of Britain’s best-known composers after it announced it would close its doors to choirs and orchestras because their music was not religious.
Now part of a network founded by evangelical church Holy Trinity Brompton, St. Sepulchre Without Newgate Church, in Holborn, central London, will stop taking bookings from the classical musicians which have relied on it as a rehearsal and concert venue for many years.
The church became part of the evangelical group, which is known for its youth-friendly rock-band style of worship, in 2013.
The Church Times picked up the story and initially reported this way: Musicians feel betrayed as St Sepulchre’s ceases as a concert venue and St Sepulchre’s plan to limit hire-space upsets musicians.
The following week there was: Music luminaries protest at St Sepulchre’s plans.
And the Church Times Press Column also covered it: Andrew Brown: City church-plant resists secular overtures. Do read the whole column, but he noted that:
…So far, St Sepulchre’s has not backed down, and even if it now does so, it will have done a lasting piece of disevangelism. What makes the whole thing so completely ridiculous is that it may well have happened by accident. Perhaps no one in the leadership team has ever listened to Classic FM, let alone Radio 3, and so they all vaguely suppose that classical music is part of the old, moth-eaten musical brocade that they are tearing down to reveal the clean, authentic Ikea Christianity that lies behind it.

80 CommentsThe Parochial Church Council of St. Sepulchre’s, the National Musicians’ Church, recently took the decision to close its hiring programme from 2018. Hiring will continue as previously planned for the rest of 2017, and all existing bookings for 2018 will be honoured.
An increasingly busy programme of worship and church activities has led to ever higher demands on the church space, and the hire space is also shared with the church administration office.
Over the weekend there has been a significant response online and via social media to this decision, and we have been greatly moved by the concern expressed for the musical life of the church. We do wish to re-iterate that we remain committed to our ministry as the National Musicians’ Church. In the coming weeks we will reflect and pray, and consult with members of the musicians’ community about how best to fulfil that ministry moving forward, including particularly Dr. Andrew Earis (Director of Music at St. Martin-in-the-Fields, and former Director of Music here at St. Sepulchre’s).
Finally, we are committed to our on-going programme of weekly Choral Worship, and our on-going programme of choral and organ scholarships. We will maintain and develop our excellent professional choir, which recently recorded a new album to be launched in the Autumn.

86 CommentsAn appeal court in Kenya has confirmed a lower court ruling that three priests who were suspended because of allegations that they were homosexuals, must be reinstated, because there was no evidence to support the allegations. Previously the Employment Court had so ruled, but the Anglican Church of Kenya had appealed against this.
Daily Nation ACK to reinstate priests in gay case after losing appeal
The Anglican Church will still have to reinstate three priests sacked over alleged homosexuality and pay them Sh6.8 million after the Court of Appeal dismissed its application to stop the execution of the orders by a lower court.
Justice Philip Waki, Justice Roselyne Nambuye and Justice Patrick Kiage threw out an application by the Registered Trustees of the Anglican Church of Kenya that sought an order to halt the enforcement of a judgment by the Employment Court in Nyeri.
EVIDENCE
Judge Byram Ongaya of the Employment Court had, on September 2016, directed the church to reinstate Archdeacon John Njogu Gachau, Rev James Maina Maigua and Rev Paul Mwangi Warui so that they could perform their pastoral duties.The court found that it was unlawful for the church to suspend the three priests from pastoral work without evidence that they were homosexuals.
SALARY
Justice Ongaya also ordered the church to pay the priests all their accrued salaries from August 2015, when they were sacked.Archdeacon Gachau was awarded Sh2,437,780, Rev Maigua Sh2,224,996 and Rev Warui Sh2,219,814.
However, the church applied to have the execution of the judgment suspended pending the determination of an appeal seeking to overturn the court orders…

The BBC reports: Unity and division as Justin Welby visits Africa
…Throughout his visit, Mr Welby has been accompanied by the Archbishop of Uganda, the Most Reverend Stanley Ntagali. On the issue of refugees, the suffering of displaced persons and the desperate plight of South Sudan, there is complete unanimity. But there are other issues that are troubling their relationship.
Mr Ntagali is a leading conservative evangelical, whose province in Uganda is continuing to grow in Christian converts.
But he was angered by the American Episcopal Church’s decision to endorse same-sex relationships and walked out of a global gathering of archbishops in Canterbury last year.
He issued a statement saying that he would not be returning until “godly order” had been restored and the Bible returned to what he said is its rightful place “as the authority for our faith and morals”.
Since then, the Canadian and Scottish Episcopal Churches have formally voted to endorse same-sex marriage.
Mr Ntagali says the Bible teaches that marriage is between a man and a woman – and that the growing Ugandan church will not remain in fellowship with those who support same-sex unions.
“This is the basis of our faith and it is founded in the Scriptures,” he explains.
It is a theological tussle that has the potential to pull the Anglican Communion apart – a communion that numbers no less than 80 million Christians in 166 countries.The next gathering of archbishops will again take place in Canterbury, this coming October. But Mr Ntagali has written to the Archbishop of Canterbury explaining that he will not be attending.

52 CommentsThe Archbishop of Uganda, Stanley Ntagali, has said that he will not attend the next gathering of Anglican Primates in October because of divisions over sexuality issues.
Archbishop Ntagali was asked by the BBC’s Martin Bashir, who is traveling with the Archbishop of Canterbury to South Sudan and Uganda, whether he would attend the next Primates conference. ‘No…I made it clear I am not attending,’ replied the archbishop, before attempting to stop the interview, which he said was supposed to be about the refugee crisis in the region…
We reported earlier on the draft recommendations of the disciplinary panel.
The Los Angeles Times reports that the recommendations have now been confirmed, see Panel’s final ruling maintains 3-year suspension for bishop who tried to sell Newport church.

This is still subject to an appeal process. We have not yet seen any public statements from church sources about it.
Earlier, a further interim order was made by the Presiding Bishop, which took immediate effect, and inhibits any further actions being taken by Bishop Bruno in respect of the disputed property and parish of St James, during what could be a further protracted period. The action was welcomed by the congregation, which published this letter.
The diocese issued this: Bishop Coadjutor responds to Presiding Bishop’s transfer of jurisdiction in Newport Beach matters
The Rt. Rev. John Harvey Taylor, bishop coadjutor of the Episcopal Diocese of Los Angeles, today responded to Presiding Bishop Michael Curry’s transfer to the diocesan Standing Committee and him jurisdiction over matters related to church property in Newport Beach and the congregation of St. James’ the Great. Bishop Taylor’s statement follows:
“The Presiding Bishop’s action enables the Rev. Dr. Rachel Anne Nyback, president of the Standing Committee, her fellow committee members, and me to move ahead prayerfully to promote truth, open dialogue, and reconciliation in matters that have distracted our diocese for many months and to do so without awaiting a final resolution of the charges against our Bishop, J. Jon Bruno. We pledge to do all we can to use this opportunity to achieve a just outcome for the sake of our entire diocesan community.”

4 CommentsThe Rt. Rev. John Taylor, Bishop Coadjutor of Los Angeles, praised the Rt. Rev. J. Jon Bruno on Aug. 2 as “a courageous, visionary leader” who would “acknowledge that there are things he would have done differently.”
…Here is the complete text of Taylor’s statement in response to the final order:
Bishop Bruno’s 40 years of ordained ministry and 15 years as sixth bishop of Los Angeles are not summed up by this order or the events that precipitated it. He is a courageous, visionary leader. Like every successful executive inside and outside the church, he would be the first to acknowledge that there are things he would have done differently. I look forward to continuing to learn from him and consult with him about the life of the diocesan community he has served and loves so well.
Regarding the property on Lido Island, the Standing Committee and I, at the request of the Presiding Bishop, will do everything we can to promote a just solution that takes into account the interests of all in our community (including the faithful members of the Newport Beach church) and gives us the opportunity to move forward together.
In a dispute such as this one, truth-telling, open communication, and reconciliation can be difficult for everyone involved. As this work gets underway, let us all remember St. Paul’s words (Rom. 8:28): “We know that all things work together for good for those who love God, who are called according to his purpose.”

ENS has this report by Mary Frances Schjonberg South Carolina Supreme Court issues ruling in church property case.
In a complex ruling Aug. 2 the South Carolina Supreme Court said that most but not all the Episcopal Diocese of South Carolina congregations whose leaders left the Episcopal Church could not continue to hold on to the church property.
The justices said 29 of the congregations specifically agreed to abide by the “Dennis Canon” (Canon 1.7.4), which states that a parish holds its property in trust for the diocese and the Episcopal Church. That agreement means they cannot retain church property. However, they said that eight congregations had not agreed to the canon and thus could keep those properties…

The ACNA-affiliated diocese reported the decision this way: South Carolina Supreme Court Releases Divided Opinion on Diocese of South Carolina and its Historic Property
…In a complicated ruling consisting of five separate opinions, the S.C. Supreme Court today ruled that parishes which had “acceded” to the national church’s ‘Dennis canon’ are subject to a trust interest on their property by the denomination. Eight congregations that had not so acceded were judged to have full rights to retain their property.
The dissenting justices expressed concern regarding the long term implications of this decision. Former Chief Justice Jean Toal stated that the court should have relied on “over three hundred years of settled trust and property law… I believe the effect of the majority’s decision is to strip a title owner of its property…” on the basis of actions that do not create a trust interest under South Carolina law. In concurring with Justice Toal, Justice Kittredge observed of other church properties where there is affiliation with a national organization, based on this ruling, “if you think your property ownership is secure, think again.”
This current litigation became necessary when TEC attempted to wrongly remove Bishop Lawrence, and the Diocese, in response, elected to disassociate from TEC. At that time a small group, of TEC loyalists who had been preparing for this attempted removal began an intentional campaign of using the Diocesan Seal and other service marks of the Diocese. They began to function as if they were the Diocese of South Carolina. To maintain its identity required that the Diocese defend that identity…
The bishop of the TEC-affiliated Diocese of South Carolina issued this pastoral letter:
Dear Friends in The Episcopal Church in South Carolina,
Please join me in giving thanks to God for the gift of grace given to us through the August 2 ruling of the State Supreme Court that was generally in our favor. I acknowledge the difficult work of the court justices in coming to this decision.
Many of you have worked faithfully and diligently in preparation for this day and have remained steadfast as disciples of Jesus through your many sacrifices. For every one of you I give thanks, as well as to many throughout the wider Episcopal Church who have remained in solidarity with us.
We will continue to study the decision as we prepare for the journey awaiting us, and we enter it knowing that God’s Spirit is with us and in us as the Body of Christ. I am aware that coming to this day has been painful for many, and some you of lost much along the way. In that same vein, please be aware that this decision is painful in a different way for others. I ask that you be measured in your response without undue celebration in the midst of your own gratefulness.
I call upon all of you to be in prayer for all the people of this diocese, including those in congregations who chose to align with the breakaway group. Many conversations will need to occur for which we have not yet had the opportunity, yet our God is a God of reconciliation and hope as shown forth in the living Christ. Healing is our desire, and we renew our commitment to the hard work of reconciliation in whatever form it can come. May we focus on the healing of division and the seeking of common ground for the good of all Episcopalians, but even more importantly, for the sake of the Good News of Jesus.

The TEC-affiliated diocese has published this: Diocesan leaders to review Supreme Court decision
Episcopal Church leaders from across eastern South Carolina will gather on Friday at Grace Church Cathedral to review the South Carolina Supreme Court ruling on church property and assets and consider the next steps toward resolving the division and confusion resulting from a breakaway group’s lawsuit against The Episcopal Church.
Bishop Skip Adams called the meeting on August 2, hours after the court issued the ruling. Friday’s meetings will include a joint gathering of the Standing Committee, Diocesan Council, and Trustees, three bodies of clergy and non-ordained elected leaders. Bishop Adams also has called a meeting for the leaders of nine congregations that organized as mission churches since the 2012 breakup left them without buildings where they could worship as Episcopalians.
Both gatherings will give local Episcopalians an opportunity to discuss the complex, 79-page court decision, which includes separate opinions written by all five Supreme Court justices who heard the case. The decision cannot be viewed as final until all possible steps toward an appeal have been resolved…

We haven’t seen any press release about this, but the daily emailed media report from Church House Westminster had this comment:
Figures show that the pay difference between men and women for nearly three-quarters of staff is less than one per cent, and for half of staff there is no gap in pay. However there are significant differences in the mean and median salaries overall.
A spokesperson is quoted saying: “The data shows where we have more work to do in reducing the difference in pay between men and women in more highly paid roles, and improving the ratio of men to women in the most senior and most junior roles.”
According to the Telegraph report, the spokesperson also said:
“We are taking steps to address these issues including reviewing our job evaluation and pay methodology and making changes to our recruitment strategy to attract a greater diversity of candidates.”

Fifty years ago today the British Parliament took the first steps on a long journey to end the victimisation and diminishment of LGBT people by decriminalising consenting ‘homosexual’ acts in private.
We celebrate this step and lament that more progress has not been made.
Celebration
Anglicans can celebrate that in 1967 Archbishop Michael Ramsey strongly supported the change in law; a change that enabled gay men and women to live private lives without fear.
A change in law is not a change in heart and mind. The first step was tolerance and from there acceptance. Over recent years there has been a move to celebration and the road continues for the full celebration of LGBT people in society and church.
The recent commitment of the Archbishops of Canterbury to a ‘radical inclusion’ signifies a new path for the Church of England confirmed by the General Synod of the Church of England rejecting ‘conversion therapies’ and making a commitment to the welcome of transgender people.
None of this would be possible if the first step of decriminalisation had not been taken.
We celebrate the first step on a long road.
Lament
However, ‘homosexuality’ in some form or other remains criminalised in 72 countries around the world. LGBT people continue to face diminishment and victimisation and where one suffers we all suffer. Our humanity is diminished when sisters and brothers are victimised.
In many countries the laws are rarely used, but their existence breeds a culture of fear and legitimises violence, intimidation, and bullying. People are not free to be who they are and it is impossible for their voice to be heard.
All the instruments of the Anglican Communion have made clear their commitment to the end of criminalisation in every nation, most recently the 2016 Primates Meeting – where the Archbishop of Canterbury was explicit in its commitment to decriminalisation.
The good news is that some are speaking out. The Archbishop of the West Indies and the Bishop of Jamaica have both spoken out publicly and courageously for decriminalisation in cultures where homophobia is rife. Anglican lay people are also acting. Human Rights lawyer Alice Mogwe was one of the leaders of a successful campaign for the rights of LGBT people to organise in Botswana.
Now is the time for more action
APJN calls upon every Anglican to support Anglicans for Decriminalisation. Please read this article from Maurice Tomlinson and support the campaign Anglicans for Decriminalisation by signing the petition.
We also lament that transgender people have this week come under attack from the President of the USA. The direct target of his words may be a small group of people in the US military, but the result is the legitimisation of prejudice against transgender people everywhere.
* Today we celebrate a monumental first step, let it give hope.
* In celebrating this step let us not be content until there is an end to the criminalisation of LGBT people around the globe.

…What are we to make of it?
Since Synod it has been fascinating to hear and read such diametrically opposed accounts of the two debates. While these largely reflect whether those writing supported or opposed the outcomes on the sexuality debates, they also point to much more serious questions and divergent assessments about the nature and quality of the debates. Tim Hind welcomed a new ethos and reported that “most whom I have spoken to during and after the synod were of the opinion that this was one of the best synods they have been to” and David Walker, Bishop of Manchester who chaired the Conversion Therapy debate reported “a new and distinctly more welcoming tone” and “building bridges across difference, because that is precisely how God himself chooses to deal with us”. 8 CommentsThough the Church of England still discriminates against lesbian, gay, bisexual, transgender and intersex (LGBTI) people, it recently shifted towards greater acceptance. There has been a backlash from a small but vocal set of members.
The General Synod in July 2017 heard from bishops about plans to look again at pastoral practice and teaching. It also passed motions against conversion therapy aimed at changing sexual orientation, and for welcoming transgender people.
Over the past century, many theologians have made a biblical case for affirming self-giving, committed same-sex partnerships. In recent decades, some have pointed out that gender identity is complex. Acceptance has also grown among churchgoers and the wider public.
The 2016 British Social Attitudes Survey showed that only 16 per cent of British Anglicans still believe that physically intimate same-sex relationships are always wrong. The Church of England still does not allow even ‘blessings’, though ministers can pray with couples. But, despite pressure and threats of a split, it has taken a significant step in recognising that LGBTI people are loved by God and should be welcomed as church members…

The Los Angeles Times reports: Episcopal bishop faces suspension over efforts to sell Newport Beach church
An Episcopal Church disciplinary panel has recommended a three-year suspension for the bishop who locked worshippers out of St. James the Great church in Newport Beach after a failed sale attempt two years ago.
The panel also recommended that the shuttered church be restored to its displaced members.
The tentative ruling, which came down late Friday afternoon, determined that the Right Rev. J. Jon Bruno, bishop of the Episcopal Diocese of Los Angeles, was guilty of all allegations brought against him by the congregation during a hearing the panel conducted in March: that he attempted to sell consecrated property without consent of diocesan leadership, that he made several misrepresentations along the way and that he acted in a manner unbecoming of a clergyman.

…According to Title IV 14.5 of the church’s canons, the presiding bishop is charged with reviewing this sentence and then pronouncing it or lessening it.
In a 4-1 decision, the panel wrote that “the scope and severity of Bishop Bruno’s misconduct … have unjustly and unnecessarily disturbed the ministry of a mission of the Church. St. James the Great is a casualty of Bishop Bruno’s misconduct.”
Neva Rae Fox, public affairs officer for the Episcopal Church, said late that evening, “This document is marked as a draft, and that is what it is. We will offer no comments as the Hearing Panel’s work continues.”
Episcopal Café also has a report: Hearing Panel to recommend suspension of ministry for Bruno. Their report (also worth reading in full) includes this summary of the decisions:
A) Bishop Bruno is suspended for three years. During the period of his suspension Bishop Bruno will refrain from the exercise of the gifts of the ministry conferred by ordination (Canon IV.2, definition of “Sentence”) and not exercise any authority over the real or personal property or temporal affairs of the Church (Canon IV.19.7)
B) The Hearing panel declines to depose Bishop Bruno
C) The Hearing Panel is not aware of any evidence supporting a need for forensic accounting. IF the Church Attorney possesses such evidence he should present it to the appropriate authorities.
D) After thorough and detailed consideration of the facts, positions, contentions, testimony and documents, the Hearing Panel has concluded that the scope and severity of Bishop Bruno’s misconduct, as described above, have unjustly and unnecessarily disturbed the ministry of the Church. St James the Great is a casualty of Bishop Bruno’s misconduct acting as Diocesan and Corp Sole. While it is beyond the authority and ability of the Hearing Panel to fully assess what might have happened if St James the Great had been allowed to continue its ministry in its church facility, there is ample evidence of its viability and promise to convince the Hearing Panel that St James the Great was robbed of a reasonable chance to succeed as a sustainable community of faith.

Update
Episcopal News Service now has a report: Draft order calls for Bruno to be suspended from ministry for three years.
…The hearing panel did not publicly release its draft order. It apparently gave the draft to the complainants and the presiding bishop for comment. Title IV.14.7 (page 153 here) calls for those parties “to be heard on the proposed terms of the order.” Comments to the hearing panel are due by July 26.
Bruno is not allowed to comment on the draft to the hearing panel. The diocese released a statement July 21 saying in part that no one from the diocese would make any public statement on the draft, “continuing their commitment to respect the integrity of the Title IV process, a priority that Bishop Bruno has upheld through the duration of the two-year proceedings.”
Neva Rae Fox, Episcopal Church public affairs officer, said the church would not comment while the Title IV process continues.
Roger Bloom, a communications consultant working for St. James, released the draft late July 21, reportedly after consulting a lawyer who told him Episcopal Church canons did not prevent its release.
Forty days after the final order is issued, the Rt. Rev. Catherine Waynick, president of the Disciplinary Board for Bishops, has 20 days to sentence Bruno. He can appeal that sentence and, if he does, the sentence is not imposed while the appeal proceeds. Meanwhile, however, the draft order is clear that Curry’s partial restriction on Bruno remains in force.

18 CommentsPresiding Bishop Michael Curry on Aug. 1 removed Diocese of Los Angeles Bishop J. Jon Bruno’s authority over St. James the Great in Newport Beach, California.
The presiding bishop’s action, which includes placing St. James in the jurisdiction of Los Angeles Bishop Coadjutor John Taylor, came as the Episcopal Church awaits the final order from the hearing panel considering disciplinary action against Bruno.
The Further Partial Restriction is intended to chart a way forward that clarifies and respects the appropriate role and authority of Taylor and the Standing Committee as well as the Title IV disciplinary process and the hearing panel, according to an Episcopal Church Office of Public Affairs press release…

The Revd Duncan Dormor, Dean of St John’s College, Cambridge, will be the next CEO of USPG.
He succeeds Janette O’Neill, who retires after six years in post.
