Uganda and the Anti-Homosexuality Bill

An Associated Press report (here via the Washington Post) reports on the latest development in the ongoing saga of Gays in Uganda: ‘Hang them’: Uganda paper publishes photos of gays.

Episcopal Café reports that an Anglican is among those targeted, see Ugandan newspaper targets gays and Bishop Christopher Senyonjo.

Warren Throckmorton points out that the AP report obscures one angle: AP reports Ugandan Hang Them campaign, obscures status of AHB.

Archbishop comments on state of Communion

ACNS has a report, Archbishop Rowan Williams: “Despite challenges, Anglican Communion life is strong”.

This quotes from a lengthy interview given to The Hindu Dialogue for me is recognition of the serious: Rowan Williams.

ACNS notes this quote about the Primates Meeting:

“I think that after the Lambeth Conference of 2008 many people felt that we found ways of talking to one another, and perhaps exercising some restraint and tact towards one another,” he said, “and it was very significant that at the next meeting of the Anglican primates, which was in the early part of 2009, all major Churches of the Communion were represented.

“Unfortunately, the situation does not remain there. The decision of the American Church to go forward, as it has, with the ordination of a lesbian bishop has, I think, set us back. At the moment I’m not certain how we will approach the next primates’ meeting, but regrettably some of the progress that I believe we had made has not remained steady.

“Alongside that, and I think this is important, while the institutions of the Communion struggle, in many ways the mutual life of the Communion, the life of exchange and co-operation between different parts of our Anglican family, is quite strong and perhaps getting stronger. It’s a paradox…

In your February 2010 address to the General Synod, you warned that infighting over women bishops and gay priests could split the Communion. You even conceded that, unless Anglicans find a way to live with their differences, the Church would change shape and become a multi-tier Communion of different levels – a schism in all but name. Which way are things heading on these two fronts?

I think I’ll be able to be clearer about that after the next primates’ meeting. But at the moment I couldn’t say I felt completely optimistic about that. I feel that we may yet have to face the possibility of deeper divisions. I don’t at all like, or want to encourage, the idea of a multi-tier organisation. But that would, in my mind, be preferable to complete chaos and fragmentation. It’s about agreeing what we could do together.

On both these fronts – the ordination of women priests and then Bishops, and also the ordination of gay and lesbian bishops?

I think that the importance of the ordination of women question is much greater in England than in most other parts of the Communion at the moment. Far more difficult for the Communion as a whole because of the deep theological and cultural issues involved is the question of gay clergy. I know because in the last two Lambeth Conferences women Bishops have been present. Nobody has stayed away because of women bishops. So it’s not quite the same kind of issue.

After years of debate and threatened schism in the Communion, the Church has taken a decisive and progressive step towards appointing women as bishops, with a final Synod vote due in 2012. How do you see the way forward?

I think it’s well-known that in the Church of England there is a very significant minority of people who believe that the Church of England and the Anglican Churches generally should not take a large step like ordaining women bishops without more consultation with, or sensitivity to, the other great Churches – the Roman Catholic Church and the Orthodox Church. That group does not wish to stop the process towards women bishops. I think they know there’s a majority, it will happen. What they are concerned about is to find fair and secure provision for their point of view within the Church of England. That’s been the most difficult question: not whether or not we have women bishops but what will be the provision made for the minority. Now this last summer the Synod declined to accept the suggestions made by the Archbishops, and I understand their reasons. But it’s left us with quite a lot of work to try and do our best for that group as well as honouring the calling of women to the Episcopate.

Your tenure has seen fraught relations with the Roman Catholic Church. It has seen the all-but-unilateral Apostolic Constitution that the Pope issued last year, creating a new Anglican rite within the Roman Catholic Church that was aimed at Anglicans who were uncomfortable with the ordination of women and gay clergy. What are your comments on this situation? There was the newspaper headline that spoke of the papal tanks on the lawns of Lambeth Palace.

Yes, I know. I said at that time that was a nonsensical version of the story. I was very taken aback that this large step was put before us without any real consultation. And it did seem to me that some bits of the Vatican didn’t communicate with other bits. Overall it seemed to me a pastoral provision for certain people who couldn’t accept where the Church of England was going, a pastoral provision which didn’t in itself affect the relations between the two Churches, between mainstream Churches. But it caused some ripples because I think there was a widespread feeling that it would have been better to consult. There were questions that could have been asked and answered and dealt with together. And as this is now being implemented, we are trying to make sure that there is a joint group which will keep an eye on how it’s going to happen. In England, the relations between the Church of England and Roman Catholic Bishops are very warm and very close. I think we are able to work together on this and not find it a difficulty.

Action taken against Southern Cone province

The Secretary General of the Anglican Consultative Council, Dr Kenneth Kearon, has issued the following statement, published today by ACNS:

The Secretary General writes: ‘Many of you will have read the Archbishop of Canterbury’s letter to the Anglican Communion issued at Pentecost last (28 May 2010). Part of that letter addresses the current and ongoing tensions in the Anglican Communion – these tensions cluster around the three moratoria referred to in the Windsor Report.

‘In that letter the Archbishop made the following proposals:

“I am therefore proposing that, while these tensions remain unresolved, members of such provinces – provinces that have formally, through their Synod or House of Bishops, adopted policies that breach any of the moratoria requested by the Instruments of Communion and recently reaffirmed by the Standing Committee and the Inter-Anglican Standing Commission on Unity, Faith and Order (IASCUFO) – should not be participants in the ecumenical dialogues in which the Communion is formally engaged. I am further proposing that members of such provinces serving on IASCUFO should for the time being have the status only of consultants rather than full members”.

‘At that time I wrote to the Primate of the Southern Cone, whose interventions in other provinces are referred to in the Windsor Continuation Group Report asking him for clarification as to the current state of his interventions into other provinces. I have not received a response.

‘Consequently, I have written to the person from the Province of the Southern Cone who is a member of the Inter Anglican Standing Commission on Unity Faith and Order (IASCUFO), Bishop Tito Zavala, withdrawing his membership and inviting him to serve as a Consultant to that body.

‘These decisions are not taken easily or lightly, but relate to the gracious restraint requested by successive meetings of the Instruments of Communion and the implications for Communion bodies when these requests are not honoured.’

The Province of the Anglican Church of Rwanda which sponsors AMiA recently elected a new primate.

ACNS Bishop Onesphore Rwaje elected Archbishop of the Province of the Anglican Church of Rwanda.

A news story in The New Times was headed Anglican Archbishop-Elect Vows to Fight Gay Marriage.

Instruments of Unity?

Support for the Anglican Covenant (at least in its present form) is becoming increasingly hard to find.

The latest commentary from Ephraim Radner is titled Can the Instruments of Unity Be Repaired? includes this passage:

…Instead of the Primates’ Meeting, the leaders of the Global South – whether they are Primates or not — along with their mutually supportive colleagues, need to order their lives according to some other provisional gathering point: the Covenant sits there waiting. Its adoption in some form under the auspices of a definable group would allow other non-Global South Anglicans in the world in less coherent or even friendly settings to join in and have some visible linkages and mutual relations that formally sustain their continued witness and mission. Should the current text be revised? In an obvious sense, yes: Section 4 is no longer rational, given the role it gives to the ACC and through it a now clouded “Standing Committee”. But a gathering on the basis of Sections 1-3 is possible (altering little), with a view to revising Section 4 in a simple manner by replacing the Standing Committee with some provisional group representative of the Covenanting churches’ leadership, however that is determined. Those who have already adopted or confirmed the current Covenant text have shown their ability to deal expeditiously with any such simple revisions…

Bishop Christopher Epting of the Episcopal Church USA has written an article To “Covenant” or Not to “Covenant”.

I continue to be of two minds about the wisdom of the proposed Anglican Covenant. On the one hand it could be helpful, ecumenically, and otherwise, to have a fairly accessible summary of “the Anglican ethos” and what binds us together as members of this Communion. I don’t think there is a real threat here of us becoming a “confessional Church” in the ways Anglicans have not been in the past. The proposed Covenant falls far short (thankfully) of a Westminster or Augsburg Confession. The first three sections are not perfect, but I could certainly live with them as a short-hand way of stating who we have been and are historically.

On the other hand, I have a good deal of sympathy with those who remind us that Anglicans have been loathe to state that we hold or teach anything other than the creedal Faith of the “undivided” Church and that the Creeds, the Baptismal Covenant, and perhaps the Chicago-Lambeth Quadrilateral should be all we need by way of “confessional” statements. But are they today?

Obviously, the most problemmatic portion of the proposed Anglican Covenant is Section Four which deals with processes and procedures should one Province or “instrument” of the Communion feel that another Province has failed to live into the implications of the Covenant and caused serious stress and strain for sisters and brothers elsewhere, stretching or even breaking the bond of Communion the Covenant is supposed to enhance…

Today’s Church Times has the headline If Jefferts Schori is at meeting, I won’t come, says Primate.

PRIMATES from the Global South are contemplating a boycott of the next Primates’ Meeting because the US Presiding Bishop, Dr Katharine Jefferts Schori, will be present.

The Archbishop of the Indian Ocean, the Most Revd Ian Ernest, has confirmed that he will not attend the meeting, due to take place in Dublin, 25-31 January…

…The culture of secrecy and dishonesty, the inability to be open and transparent and to communicate effectively affects Lambeth Palace, Church House, the Crown Nominations Commission, the Anglican Communion Office, General Synod, dioceses and parishes. It means that people either second-guess information or are left in ignorance. The culture is rampant and is corrupting the life of the Christian community. Every dimension of Church life is affected. People are intimidated by those who I might sometimes want to describe as prejudiced, loud mouthed bigots but whose self-image is as defenders of orthodoxy and tradition. They intimidate the ability of the Archbishop of Canterbury to speak and act freely and they intimidate me – but I have far less to lose…

And he concludes:

…Until the culture of fear and secrecy in the Church of England changes, the bigotry is challenged and our Church becomes a place which is free from prejudice against LGBT people, the Episcopal Church will remain the only place where LGBT people can come out and be elected as bishops. I’m tempted to start a new campaign. The culture of secrecy, intimidation and abuse in the Church of England has got to be challenged, undermined and changed.

2011 Anglican Primates Meeting – but who is going?

The ACO has announced 2011 Anglican Communion Primates’ Meeting to be held in Ireland, and there is a similar press release from Dublin.

The next Primates’ Meeting of the Anglican Communion will be held in Ireland between the 25th and 31st January, 2011.

Senior bishops from Churches across the Communion will be invited by the Archbishop of Canterbury Dr Rowan Williams to attend the meeting taking place at the Emmaus Retreat & Conference Centre in Dublin, Ireland…

Writing in the Church of England Newspaper George Conger reports:

US Presiding Bishop Katharine Jefferts Schori stated on Sept 21 that she had received notice of the meeting, and was planning on attending. The primates of the Global South coalition will meet next month and are expected to take up the issue of whether they will attend the gathering.

Other reports have appeared suggesting that several primates may not attend.

ACNA bishop David Anderson, who serves as a suffragan bishop within CANA as well as President and CEO of the American Anglican Council, has expressed his opinions what should happen:

Dr. Williams is being advised that numerous provinces won’t attend the Primates Meeting if Jefferts Schori attends. Having booked the venue, he might as well have the meeting since he is committed to paying for it, but without the orthodox Primates in attendance it could be a dangerous meeting, giving opinion and credence to teachings and beliefs that are not representative of orthodox Anglicanism.

If asked my opinion, I would strongly advise the orthodox Primates to 1) organize before the Primates’ meeting, and 2) attend and remove by force of numbers the Presiding Bishop of the American Episcopal Church (not physically, but by either voting her off the “island,” or recessing to another room and not letting her in). The meeting is a place to gather and potentially to settle some of the issues that are pulling the Anglican Communion apart, and to begin to restore health to a most wonderful communion.

In the above case, if Dr. Williams did not go along with Jefferts Schori’s exclusion, then I would suggest having the next-door-meeting without him. I just don’t believe staying home from the field of battle helps win a war over the truth and nature of Christianity within Anglicanism. The Christian Church needs a spiritually strong and muscular Anglicanism to re-evangelize the West; are we willing to make the sacrifices in order for this to happen?

Anglican Covenant: Southern Africa favours

ENS reports: SOUTHERN AFRICA: Province favors Anglican Covenant; decision to be ratified in 2013

The Anglican Church of Southern Africa on Oct. 1 voted in favor of adopting the Anglican Covenant, a decision that will need to be ratified by the next meeting of provincial synod in 2013.

A resolution adopting the covenant was passed by an overwhelming majority of the bishops, clergy and laity meeting Sept. 29-Oct. 3 in Benoni, Gauteng for the triennial meeting of the church’s provincial synod…

Update ACNS carries the exact text of the resolution:

This Synod,

1. Noting that:

1.1. The Synod of Bishops, meeting in September 2009, agreed that Provincial Standing Committee be asked to support the Covenant and that a resolution be brought to that body to that effect;

1.2. PSC passed a resolution at its September meeting that, “This PSC agrees in principle to support the adoption by ACSA of the Anglican Covenant subject to ratification by the Provincial Synod of 2010.”

2. Resolves that ACSA adopt the Anglican Covenant as approved by the Bishops; and

3. Requests that it be ratified at the next sitting of Provincial Synod.

Australia and the Covenant

Updated again Friday evening

The General Synod of the Anglican Church of Australia is meeting in Melbourne. The Synod debated the proposed Anglican Covenant yesterday (Monday) and agreed to send it to the 23 Australian dioceses for comment. A decision on whether or not to adopt the covenant will then be taken at the next meeting of the Synod, which will be in 2013.

African bishops conference: funding

The Council of Anglican Provinces of Africa has made the following announcement:

CLARIFICATION FROM CAPA SECRETARIAT

This is to follow up the need for clarification on the grant that CAPA received from Trinity in regard to the All Africa Bishops Conference organized by CAPA and hosted by the Church of Uganda (COU). The Church of Uganda was not happy that it was associated with this grant. This is to certify that the Church of Uganda was not the recipient of this grant. The Church of Uganda because of the ongoing disagreement on the doctrinal issues with the Anglican Communion severed its partnership with TEC and its related organs. CAPA Secretariat respects the position of the Church of Uganda with integrity and it is in this spirit that an apology was made to COU. Within the CAPA family however there are Provinces who have continued to partner with TEC and its related agencies in development programs despite their disapproval of TEC’s actions. The CAPA secretariat has the obligation to work and accompany all the member Provinces. In this regard the grant partly made it possible for those bishops from financially challenged dioceses to travel to the conference.

Diocese of Guildford visits Nigeria

According to the Nigerian provincial website:

ON THE UNDILUTED WORD OF GOD WE STAND-ARCHBISHOP OKOH

The Archbishop, metropolitan and primate of all Nigeria Anglican communion The Most Rev Nicholas Okoh has again re-iterated his assurance of unalloyed cooperation and partnership with people who have complete faith and confidence in the undiluted word of God.

Archbishop Okoh stated this during a courtesy visit paid to him by a team of 7 visitors from the Diocese of Guildford, the Rt Rev Christopher Hill and his wife Hilary. He said the challenge the communion is facing at the moment is that of a section of the West who are promoting homosexuality, Lesbianism and approving liturgy for same sex marriage. He said this is an issue that must be seriously addressed if the communion must sustain the unity and oneness that had existed over the years.

The Primate, after reading a letter from the Archbishop of Canterbury delivered by the Bishop of Guildford re-echoed the respect the church of Nigeria has for his office and his person and promised that a high powered delegation would visit the Lambeth palace later in the year to discuss issues of serious concern with the Archbishop of Canterbury.

The team also visited the General Secretary of the church of Nigeria (Anglican Communion) the Venerable Michael Oluwarohunbi who called their attention to the Youth as an indispensable tool, when he observed that in the 7-man team no Youth was present. Venerable Farohunbi said the Youth form the larger percentage in the church today and they must be given a conspicuous place.

The trip was rounded up with a visit to the General Secretary, Christian Association of Nigeria (CAN) Engineer. S.L. Salifu who said Christianity is about 200years old in Nigeria and that CAN has within the 5 Blocs about 201 denominations. He said CAN is making great strides in physical and spiritual growth having conducted them round the National Christian Centre, a symbol of Unity for Christians in Nigeria. The visitors appreciated the magnificent edifice, with a revolving altar, first of its kind.

Earlier the team of 7 visitors have visited Diocese of Kebbi, Sokoto, Ife, Maidiguri, Ideato, Kaduna, Jos, Kafanchan, Minna, Lokoja, and Okrika paying courtesy calls on some Emirs, Muslim leaders, and peaceful co-existence. Divided into 3 groups the team were enthusiastically received in all the Dioceses.

The Dioceses in link with the dioceses of Guildford in Nigeria are Kebbi, Ife, Maiduguri, Ideato, Kano, Awka, Owo, Ekiti, West, Oleh, Orlu, Nsukka and Okrika dioceses. The visit was facilitated by the Archbishop of Kaduna province the most Rev Edmund Akanya. According to Dr. Olusola Igbari one of the facilitators, he said it is believed that the visit will enhance bilateral relationships and cooperation with the Diocese of Guildford and promote gospel of Christ and further enhance his kingdom.

The Primate of the Church of Nigeria (Anglican Communion) also thinks that his church is being denigrated in the USA and the UK. According to a report headed CHURCH OF NIGERIA ANGLICAN COMMUNION CAN NEVER BE PUSHED OR DRAGGED INTO THE DITCH PRIMATE OKOH. He said this:

…He said the outside world especially United states and United kingdom characterizes church of Nigeria Anglican Communion as fanatics, illiterates, and not in line with post modern times.

Anglican resources for the Papal visit

The Anglican Centre in Rome has some online resources to help informed relations between Anglicans and Roman Catholics.

Preparing for the Pope’s Visit to the UK – Continuity, Change and Collaboration
Pope Benedict XVI’s State Visit to Britain in September raises questions about the relationship between the Anglican Communion and the Roman Catholic Churches today. This in turn poses other questions about how Anglicanism developed, where it fits in alongside the other Churches of Christendom, and how it is working alongside other Christians at home and overseas.

Two presentations on the website of the Anglican Centre in Rome look at these questions, as part of the Centre’s role in fostering friendly and informed relations between Anglicans and Roman Catholics.

“Anglicanism and the Western Christian Tradition: Continuity and Change” is an updated version of an exhibition held in the Vatican Museums at the invitation of the Roman Catholic Church in 2002. It provides an overview of Christianity in England from the earliest times and explores some of the stages in the search for unity between the Church of England and the Roman Catholic Church. The story is taken up in “Moving Together in Unity and Mission” which gives contemporary examples of where and how the two Churches are collaborating both locally and nationally.

The highly-acclaimed exhibition at the Vatican was instigated by the British Ambassador to the Holy See and planned in conjunction with Norwich Cathedral. It uses Norwich as a specific case study to help unfold a rich and intriguing history. “Despite more than four hundred years of separation since the Reformation”, says the text, “Anglicans remain part of the Western Christian tradition. Living apart has meant, however, that there has been change as well as continuity.”

The presentation of current developments towards closer inter-church relations is inspired by a statement from an international commission of Anglican and Roman Catholic Bishops, “Growing Together in Unity and Mission”, first published in 2007. The presentation looks at what has happened to heal the memories of the past, to work together in the present, and to build a less prejudiced society in the future.

The Bishop of Wakefield, The Rt Revd Stephen Platten, Chairman of the Anglican Centre in Rome, says:

“The Pope’s visit is a significant step on the road to Christian unity. The two presentations help us understand the English context: how long that road to unity is, and how positive Anglican-Roman Catholic collaboration is on the ground today. I welcome these new resources which form part of the Anglican Centre in Rome’s role of building friendly and informed relations between Anglicans and Catholics.”

The Anglican Centre in Rome was founded in 1966 to promote Christian unity, following a visit of Archbishop of Canterbury Michael Ramsey to Pope Paul VI. Its current Director is the Very Revd Canon David Richardson, Dean Emeritus of Melbourne.

Anglican Covenant views

From ENS in the USA we have a report Presiding officers, Executive Council member urge congregations to study the Anglican Covenant.

Presiding Bishop Katharine Jefferts Schori, House of Deputies President Bonnie Anderson and Executive Council member Rosalie Simmonds Ballentine are calling on all Episcopal congregations to engage in discussion of the proposed Anglican Covenant at some time during the next two years.

The Episcopal Church leaders suggested in a Sept. 3 letter that congregations consider organizing a discussion group on the covenant during Advent (2010 or 2011) or Lent (2011 or 2012) or at another time before General Convention in 2012…

Meanwhile, from Simple Massing Priest in Canada we have a strongly worded critique, Saying No to the Anglican Covenant.

…The Anglican Covenant is the greatest attempted centralization of authority since the de facto creation of the Anglican Communion due to the final disestablishment of episcopacy in Scotland (1689) and the consecration of the first American bishop (1784). Despite the pretty words of 4.1.3 that the Covenant “does not represent submission to any external ecclesiastical jurisdiction,” nor “grant to any one Church or agency of the Communion control or direction over any Church,” 4.2.7 is very clear that the newly minted Standing Committee (whose creation has been a sideshow of smoke, mirrors and skullduggery) will have authority effectively to direct “relational consequences” to be imposed on recalcitrant Provinces…

Letter from the House of Bishops of the Province of Rwanda

We write to you with gratitude and humility as we rejoice in our time together in Entebbe, Uganda at the All African Bishops’ Conference.

Blessed is the Church in Africa to have such gifted leadership in our host, the Anglican Province of Uganda and its Primate, the Most Reverend Henry Luke Orombi. Such blessings continue in the CAPA Leadership and its Chair, the Most Reverend Ian Ernest, Primate of the Province of the Indian Ocean.

As we think of this very important gathering we recall that it was only four months ago that many in this gathering arrived in Singapore for the Fourth Global South to South Encounter. Since that gracious time shared, Anglican revisionism in the West continues and the need to “Secure our Future” as Faithful Anglicans has become even more acute.

As the chair of CAPA has articulated in his address, it is in this very moment we have a unique opportunity in the providence of our Lord and Savior Jesus Christ to show the Communion and the world that Africa now sees fit to “unlock our potential” for a faithful witness to the Communion, fellow Christians in other traditions and the world.

Despite these blessings, we the Bishops of Rwanda have great concern about the state of the Anglican Communion and its ongoing disintegration. We ask you to prayer fully consider the contents of our Dispatch for Action for a pastoral plan that will indeed “Secure our Future”.

1. A RENEWED AFRICA OFFERS A RENEWED ANGLICAN IDENTITY

1.1 The Church since the days of our risen Lord has realized the need to express and strengthen their Koinonia by coming together in fellowship to meet contemporary challenges to the faith. The witness of the church was consistently a beacon to: a) address the numerous doctrinal and ecclesiastical controversies in a manner that forges the way forward for CAPA; b) create and foster a clear identity and unity among CAPA Provinces; and c) insure the strengthening of our structures that are conducive to witness to the Faith and fruit bearing in the Christian community.

1.2 We request that the CAPA Primates and Provinces initiate dynamic and effective structures that will strengthen our Anglican and African identity for Africa, the Communion, and the World.

2. STANDARDS FOR EXCELLENCE

2.1 The Anglican Communion has a serious problem of identity. As with most of the Christian Traditions, we face external cultural forces along with internal ecclesiological challenges that must be met and dealt with in this pluralistic society where major religions and aggressive ideologies are competing for the hearts and souls of humanity.

Who will stand for a united Anglican voice to bring the Way, Truth and Life in a hindered and divided Church?

Given the growth and the faithfulness of the Anglican witness in Africa, the time has come for CAPA Provinces to undertake the obligation from the Lord to protect and prevent the erosion of faith from these external forces. The Anglican Provinces of Africa possess a vibrant spirituality, a dynamic biblical witness, and numerous expressions of creative ministry to young and old, rich and poor, north and south.

Given such giftedness, we challenge the All African Bishops’ Conference to adhere to the Statement on the Global Anglican Future as proposed at GAFCON 2008.

3. COLLEGIAL LEADERSHIP AND FAITHFUL WITNESSS ARE OUR HERITAGE AND OUR FUTURE

3.1 Additionally, the Anglican Communion has added peculiar ecclesiological problems of its own that must be resolved. We call this today our “ecclesial deficit”. It cannot be resolved by a Covenant that requires little of those who ascribe to it and maintains no clear direction for discipline. Therefore, we propose that there be a structure based in the historic models of the church to resolve these crises.

3.2 Each provincial jurisdiction was birthed by Mother Africa. Mother Africa seeks all her children both temporally and spiritually to come together as a true Communion, united through a conciliar process rather than a separated Federation. Such a style of leadership would mean a more effective voice and a greater impact in the Communion. It would be monumental if the CAPA Primates and their bishops would make such a call and show the world that they are ecclesiastical leaders who understand this issue as the key to a real Global Anglican Future and are willing to boldly undertake the responsibility and leadership to begin this work.

4. SECURING OUR FUTURE

4.1 Based on the faith once delivered to the saints, the leadership structures as mentioned above; as well as a clear understanding of our own identity and dignity, we are now able to confidently unlock our potential and creatively address our issues of social, theological, and economic concerns with one voice. In so doing we will be able to develop sustainable programs by developing strategic alliances and partnerships for the future

5 CONCLUSION

We submit this dispatch in humility and boldness of faith requesting a direct response from CAPA Primates and Bishops. Nonetheless, we ask how many more statements will Anglican leaders give without due action? How long shall the Lord’s people be in the bondage of inactivity?

CAPA Primates Communiqué

The CAPA Primates, meeting at Entebbe, have issued this Communiqué. Please note this is a separate document from the Conference Statement of the Second All Africa Bishops Conference.

1. In a spirit of unity and trust, and in an atmosphere of love the Primates of the Council of Anglican Provinces in Africa (CAPA) as well as Archbishop John Chew, the Chairman of the Global South, which represents the majority of the active orthodox membership in the entire Anglican Communion, met during the 2nd All Africa Bishop’s Conference in Entebbe, Uganda. We enjoyed the fellowship and the sense of unity as we heard the Word of God and gathered around the Lord’s Table.

2. We gave thanks to God for the leadership of the Most. Rev. Ian Ernest, Archbishop of the Indian Ocean and Chairman of CAPA and for the abundant hospitality provided by the Most Rev. Henry Orombi, Archbishop of Uganda and the entire Church of Uganda.

3. We were honored by the presence of the His Excellency General Yoweri K. Museveni, President of the Republic of Uganda, for his official welcome to Uganda and for hosting an official state reception for the AABCH. We are very grateful to him for his support of the work of the Anglican Church in Uganda and for his call to stand against the alien intrusions and cultural arrogance which undermines the moral fiber of our societies. We recall his admonishment to live out the words and deeds of the Good Samaritan. We are also grateful to the Rt. Hon. Prime Minister of Uganda for his presence and words of encouragement to us.

4. We were very happy and appreciated that the Archbishop of Canterbury, the Most Rev. Dr. Rowan Williams, accepted our invitation to attend the 2nd All Africa Bishop’s Conference. We were encouraged by his word to us. We also appreciated the opportunity to engage face-to-face with him in an atmosphere of love and respect. We shared our hearts openly and with transparency, and we have come to understand the difficulties and the pressures he is facing. He also came to understand our position and how our mission is threatened by actions which have continued in certain provinces in the Communion. We therefore commit ourselves to continuously support and pray for him and for the future of our beloved Communion.

5. We were very saddened with the recent actions of The Episcopal Church in America who went ahead and consecrated Mary Glasspool last May 2010, in spite of the call for a moratorium (1) and all the warnings from the Archbishop of Canterbury, the Standing Committee of the Anglican Communion and the 4th Encounter of the Global South.

This was a clear departure from the standard teaching of the Anglican Communion as stated in Lambeth Resolution 1.10. We are also concerned about similar progressive developments in Canada and in the U.K.

6. Being aware of the reluctance of those Instruments of Communion to follow through the recommendations of the Windsor Report (2) and taken by the Primates Meetings in Dromantine (3) and Dar es Salaam (4) we see the way ahead as follows:

A. In order to keep the ethos and tradition of the Anglican Communion in a credible way, it is obligatory of all Provinces to observe the agreed decisions and recommendations of the Windsor Report and the various communiqués of the past three Primates Meetings, especially Dar es Salaam in 2007. We as Primates of CAPA and the Global South are committed to honor such recommendations.

B. We are committed to meet more regularly as Global South Primates and take our responsibilities in regard to issues of Faith and Order. (5)

C. We will give special attention to sound theological education as we want to ensure that the future generations stand firm on the Word of God and faithfully follow our Lord and Saviour Jesus Christ.

D. We are committed to network with orthodox Anglicans around the world, including Communion Partners in the USA and the Anglican Church in North America, in holistic mission and evangelism. Our aim is to advance the Kingdom of God especially in unreached areas.

E. We are committee to work for unity with our ecumenical partners and to promote interfaith dialogue with other faiths in order to promote a peaceful co-existence and to resolve conflicts.

F. We are committed to work for the welfare of our countries. This will involve alleviating poverty, achieving financial and economic empowerment, fighting diseases, and promoting education.

7. Finally, we are very aware of our own inadequacy and weaknesses hence we depend fully on the grace of God to achieve his purpose in the life of his church and our beloved Anglican Communion.

1. The Windsor Report Section 134.1 The Episcopal church (USA) be invited to express its regret that the proper constraints of the bonds of affection were breached in the events surrounding the election and consecration of a bishop for the See of New Hampshire, and for the consequences which followed and that such an expression of regret would represent the desire of the Episcopal Church (USA) to remain within the Communion (2) the Episcopal church (USA) be invited to effect a moratorium on the election and consent to the consecration of any candidate to the episcopate who is living in a same gender union until some new consensus in the Anglican Communion energies.

The Windsor Report Section 144.3 We call for a moratorium on all such public Rites, and recommend that bishops who have authorized such rites in the US and Canada be invited to express regret that the proper constraints of the bonds of affection were breached by such authorizations.

2. Windsor Report. Section D. 157 There remains a very real danger that we will not choose to walk together. Should the call to halt and find ways of continuing in our present communion not be heeded, then we shall have to begin to learn to walk apart.

3. The Communiqué of the Primates Meeting in Dromantine (2005) Section 14. Within the ambit of the issues discussed in the Windsor Report and in roder to recognize the integrity of all parties, we request that the Episcopal Church (USA) and the Anglican Church of Canada voluntarily withdraw their members from the Anglican Consultative Council for the period leading up to the next Lambeth Conference.

4. The Communiqué of the Primates Meeting in Dar es Salaam in 2007. If the reassurances requested of the House of Bishops cannot in good conscience be given, the relationship between The Episcopal Church and the Anglican communion as a whole remains damaged at best, and this has consequences for the full participation of the Church in the life of the Communion.

5. Lambeth 1988 Resolution 18.2(a) Urges the encouragement be given to a developing collegial rule for the Primates Meeting under the presidency of the Archbishop of Canterbury, so that the Primates Meeting is able to exercise an enhanced responsibility in offering guidance on doctrinal, moral and pastoral matters.

Lambeth 1998 Resolution III.6 (a) reaffirms the Resolution 18.2(a) Of Lambeth 1988 which “urges that encouragement be given to a developing collegial role for the Primates’ Meeting under the presidency of the Archbishop of Canterbury, so that the Primates’ Meeting is able to exercise an enhanced responsibility in offering guidance on doctrinal, moral and pastoral matters”.
