Anglican Church of Southern Africa rejects blessing of same-sex civil unions in South Africa
The Anglican Church of Southern Africa voted on Friday to reject a proposal to allow ‘prayers of blessing’ to be offered for people in same-sex civil unions under South African law.
The vote was taken by the church’s Provincial Synod, its top legislative body, on a proposal by the Diocese of Saldanha Bay, which stretches from the northern suburbs of Cape Town to the Namibian border.
The initial motion before the Synod also proposed that bishops could provide for clergy who identify as LGBTI and are in legal same-sex civil unions to be licensed to minister in parishes. But the proposers withdrew this section before debate began.
Opposition to the proposal was strongest among bishops, with 16 voting against and six in favour. Sixty-two percent of lay representatives to the synod voted against it (41 votes to 25), and 55 percent of clergy (42 to 34).
The church includes Anglicans in Angola, Lesotho, Mozambique, Namibia, South Africa, Swaziland and on the island of St Helena. Same-sex marriage is allowed only under South African civil law.
Before announcing the result, Archbishop Thabo spoke of the ‘palpable pain’ in the church over the vote:
‘I wish I was in Makgoba’s Kloof (his ancestral home) because if one (of you) is pained and hurt, it pains me too and I have learned as a priest that there are no losers or winners in the kingdom of God.
The pain on both sides is palpable and tangible, and the image of a double-edged sword pierces me…’
He added that ‘all is not lost.’ He said the issue might hopefully be taken up again at the next Provincial Synod in 2019, and the church could also consider raising it at the next worldwide meeting of Anglican bishops in 2020. (The meeting, the Lambeth Conference, is opposed to marriage between people of the same gender.)
He also said the issue could be discussed at the local level in parishes and dioceses ‘so that we can continue to discern together the mind of God…’
After announcing the vote, he called for silence ‘as we bring before God the pain that this outcome will cause to some members of this synod, some members of our parishes, some members of our church.’

Ruth Gledhill reports in Christian Today Anglican ‘Church’ For Conservative Christians Launches Mission In England
An Anglican mission to rival the Church of England has set out plans to evangelise the UK.
The mission is already reaching out to evangelical Christians in dioceses that are “closed to conservative evangelicals”.
The plan is to plant hundreds of new evangelical Anglican churches.
The influential Archbishop and Primate of Nigeria, Nicholas Okoh, is backing the plan…
It involves new Anglican churches being independent from the country’s “official” established church.
The Anglican Mission in England (AMiE) sets out its goal of to planting 25 new churches by 2025 and 250 by 2050 in a new video.
The Archbishop, Metropolitan and Primate of All Nigeria, Nicholas Okoh is backing a plan to plant hundreds of new evangelical Anglican churches.
Archbishop Okoh, who leads the conservative Anglican fellowship Gafcon, says: “We are so thrilled that the Anglican Mission in England exists and we are delighted that it is keen to start many new churches in the years to come. AMiE has the full support of the GAFCON movement.”

AMiE came into being as a result of GAFCON and is one of a number of agencies that relates to GAFCON through the FCA (Fellowship of Confessing Anglicans) UK and Ireland. You can read more about the history of AMiE by clicking here.

The Church of England should not have a monopoly on Anglicanism in England, the priest set to plant a new church in Scarborough, outside diocesan structures (News, 9 September; Letters, 16 September), says.
“In the business world, monopolies are not encouraged; so I do not see why there should be one Anglican service provider in England,” the Revd Lee McMunn said on Wednesday. “Surely we can allow people the option to choose, whether that is future ministers or future members of congregations…”

The Anglican Church in Southern Africa is to consider blessing same-sex civil unions when its provincial synod meets next month. But the motion, proposed by the Diocese of Saldanha Bay, would not permit clergy to solemnise same-sex marriages. The motion says that clergy should be “especially prepared for a ministry of pastoral care for those identifying as LGBTI” but that “any cleric unwilling to engage in such envisioned pastoral care shall not be obliged to do so”…

The Consultation of Anglican Bishops in Dialogue emerged after the 2008 Lambeth Conference as a way for bishops from different backgrounds to continue an ongoing, respectful dialogue in the midst of significant disagreements, primarily over the issues of human sexuality and same-sex marriage.

The purpose of this study was to consider the role, both historic and current, of the Anglican Communion, and individual provinces and churches that make up the Communion, in efforts to bring about the decriminalisation of same-sex sexual conduct between consenting adults. It asked a simple question: should an independent commission be set up to look at all aspects of criminalisation and seek ways in which Anglicans can come to a better understanding of these issues and how they can engage with governments, legislatures and the public in countries which criminalise same-sex relationships?

8 CommentsWe linked in the previous article to a statement The Diocese of Liverpool and the Anglican Communion from Paul Bayes, the Bishop of Liverpool. He wrote:
…Over a year ago, as part of this walking together, I asked the Suffragan bishop of Virginia, the Rt Revd Susan Goff, whether she would become one of our honorary assistant bishops (or “assisting bishops” as they call this sort of arrangement in TEC). She kindly accepted this invitation and, again last year, we secured the necessary permissions for her to minister here. As +Susan is an overseas bishop, these permissions do not extend to the conducting of ordinations. I remain delighted that our ministry here will be enriched by what +Susan will bring to us as a teacher, pastor and disciple. She will also be able to hear and to engage with the wide range of views in our Diocese on the way the Gospel is understood in these days.
It seems that this invitation has caused the Diocese of Akure, Nigeria, which has been another of our link dioceses, to issue a statement indicating that they no longer wish to be in a link-relationship with Liverpool. I regret this. I would prefer to walk together with Akure as well as with Virginia, within the one Communion whose life we share.
I have not yet received formal notification directly from the Bishop of Akure, but as and when I do I shall write to him expressing this regret. If our partners choose to close this door, this is a matter of sorrow for us but of course we respect their decision as free partners in a free relationship.
At one time this link was three-way and provided wonderful opportunities for sharing and mutual learning, though my colleagues tell me that five years ago, in 2011, the then Bishop of Akure formally indicated that his Diocese did not feel able to remain in such a three-way relationship…

This in turn links to a statement from the Bishop of Akure, Simeon Borokini. In which he says:
…Peace of the Lord be with you and all yours in Jesus name. I received a message from our Primate in Nigeria, who is currently the Chairman of GAFCON today about a partnership that is in the Western news. That there is a three way Diocesan partnership between the Diocese of Liverpool, England, the Diocese of Akure, Nigeria and the Episcopal Diocese of Virginia in the United States.
Also, that recently, the Diocese of Liverpool made the assisting Bishop of Virginia, Susan Goff, an assisting Bishop in Liverpool. Susan Goff is in favour of blessing same sex unions and this has been a part of the litigation against the orthodox in Virginia.
Therefore, in view of the above and being aware of the fact that Nigeria does not support same sex marriage, we in Akure Diocese cannot have any link with Liverpool Diocese…

55 Comments…In the beginning, the focus of our concern was North America and we thank God that he has raised up the Anglican Church North America as a new wineskin in that continent. Now our concern is increasingly with the British Isles. A line has been crossed in the Church of England itself with the appointment of Bishop Susan Goff, of the Episcopal Diocese of Virginia, as an Assisting Bishop of Liverpool. The false teaching of the American Episcopal Church has been normalised in England and this divisive act has meant that the Church of Nigeria’s Akure Diocese has had no alternative but to end its partnership link with Liverpool Diocese.
At our recent Primates Council meeting in Nairobi we reaffirmed our solidarity with the leaders of the Fellowship of Confessing Anglicans in the UK and the Anglican Mission in England at this testing time…
ACNS reports: Bishop Jackson Ole Sapit elected as next Archbishop of Kenya:
2 CommentsThe Bishop of Kericho, the Rt Revd Jackson Ole Sapit, has today been elected to serve as the sixth Archbishop and Primate of the Anglican Church of Kenya and Bishop of the Diocese of All Saints’ Cathedral.
The 52-year-old bishop was baptised in 1977 and confirmed eight years later. His first church role was as evangelist and community motivator in Narok, which he undertook from two years from 1987 before joining the Berea Theological College. He was ordained a deacon in July 1991 and a priest a year later.
He served as vicar of Belgut Parish in the diocese of Nakuru and then as vicar of Kilgoris Parish and project manager at Transmara Rural Development Programme.
Throughout this time he continued his education, gaining a Bachelor of Divinity from St Paul’s University in Nairobi and a Certificate in Research and Consultancy at Nairobi’s Daystar University. In 1997 he studied for an MA in Social Development and Sustainable Livelihoods at the UK’s University of Reading…

Walking Together: A Clarification May 6, 2016
Since the enriching, empowering and constructive meeting of the Anglican Consultative Council (ACC16) in Lusaka, 8 – 19 April 2016, a number of statements have appeared with respect to ACC16’s engagement with the outcome of the January 2016 Primates’ Gathering and Meeting.
As outgoing members of the Anglican Consultative Council and of the Standing Committee, we are writing to clarify our understanding of what transpired at ACC16 with respect to the earlier Primates’ gathering.
ACC16 approved a resolution ‘Walking Together’, as follows:
The Anglican Consultative Council
1. receives the formal report of the Archbishop of Canterbury to ACC16 on the Primates’ Gathering and Meeting of January 2016; and
2. affirms the commitment of the Primates of the Anglican Communion to walk together; and
3. commits to continue to seek appropriate ways for the Provinces of the Anglican Communion to walk together with each other and with the Primates the other Instruments of Communion.
In receiving the Archbishop of Canterbury’s formal report of the Primates’ Gathering and Meeting, ACC16 neither endorsed nor affirmed the consequences contained in the Primates’ Communique. There was no plenary discussion or decision with respect to the Primates’ Communiqué. From our perspective there did not seem to be a common mind on the issue, other than the clear commitment to avoid further confrontation and division. ACC16 did welcome the call for the Instruments of Communion and the Provinces to continue to walk together as they discern the way forward. No consequences were imposed by the ACC and neither was the ACC asked to do so.
During the meeting there were many opportunities, both formal and informal, to explore the ACC16 theme of ‘Intentional discipleship in a world of differences’. This was done faithfully and respectfully.
As outgoing members of the Anglican Consultative Council and the Standing Committee, we remain passionate about the ACC’s distinct and independent role as one of the Instruments of Communion. The ACC provides a crucially important space for the sharing of our stories in God’s mission as laity, priests, deacons and bishops from the many and diverse contexts of the Provinces of the Anglican Communion. At ACC16 we truly witnessed the stated commitment to walking together in our life as the Body of Christ.

29 CommentsThe secretary general of the Anglican Communion, Archbishop Josiah Idowu-Fearon, has rejected criticism from six former members of the Anglican Consultative Council’s standing committee of statements made during and after ACC-16. The comments centre on Resolution 16.24 – “Walking Together” – which deals with how the ACC responded to the Primates’ Gathering and Meeting in January.
The critics issued their own statement which they said was to clarify their understanding of that response. In it they say that in receiving a report on the gathering by the Archbishop of Canterbury, the ACC “neither endorsed nor affirmed the consequences contained in the Primates’ communiqué”.
But Archbishop Idowu-Fearon said he took a different view…

8 CommentsThe Primates Council of GAFCON (the Global Anglican Future Conference) met in Kenya this week and issued this Communiqué. It includes the following appendix referring to the recent meeting of the Anglican Consultative Council.
Appendix: From Canterbury to Lusaka
Last January, we spent time together at the Primates Gathering contending for a restoration of godly order within the Anglican Communion. The sanctions passed at that meeting were not in themselves capable of restoring order, but they were a potential first step.
At that meeting, we acknowledged the reality of the “significant distance” between us and “expressed a desire to walk together” if possible. This distance was created when The Episcopal Church walked away from the Anglican Communion’s doctrine on sexuality and the plain teaching of Scripture.
Within hours of the meeting’s end the public responses from many bishops, clergy, and lay people of The Episcopal Church made it clear that they did not desire to share the same journey. The biblical call to repentance is a call to make a 180 degree turn. It grieves us that many in The Episcopal Church have again rejected this call. While we desire to walk together, until there is true repentance, the reality is that they are deliberately walking away from the Anglican Communion and the authority of Scripture at a distance that continues to increase.
The recent meeting of the Anglican Consultative Council in Lusaka, Zambia has again highlighted the inability of the current instruments to uphold godly order within the Communion. Delegates from the Episcopal Church, by their own admission, voted on matters that pertained to polity and doctrine, in defiance of the Primates. This action has damaged the standing of the Anglican Consultative Council as an instrument of unity, increased levels of distrust, and further torn the fabric of the Communion.
Nonetheless, we give thanks that these events have brought further clarity, and drawn GAFCON closer together in the mission of the Gospel. We are of one mind that the future of the Anglican Communion does not lie with manipulations, compromises, legal loopholes, or the presentation of half-truths; the future of our Communion lies in humble obedience to the truth of the Word of God written. What others have failed to do, GAFCON is doing: enabling global fellowship and godly order, united by biblical faithfulness. This unity has provided us with great energy to continue to work for the renewal of the Anglican Communion.

The Anglican Communion Office has released this statement in response to recent comments on events leading up to the Anglican Consultative Council meeting, ACC-16.
- Statements circulating about a failure to follow up on the decisions of the January 2016 Primates meeting at best give a false impression. The terms of the Primates decision about The Episcopal Church (TEC) have been followed through as far as is possible and legal. To say otherwise is misleading and wrong.
- The Archbishop of Canterbury has fulfilled his responsibilities and asked those members of interfaith or ecumenical bodies who are from TEC and whose appointment he controls, to stand down, and they have done so. In addition, as required, he has appointed a Task Group with representatives from across the communion.
- Archbishop Justin has refused to engage in any public response to statements and speculation by any party in advance of the ACC, having maintained personal and private contact with the Primates since their meeting. It has always been his intention to speak directly and in person to the ACC members, respecting their role and responsibilities.
- A TEC representative whose attendance at the ACC Standing Committee has been commented on as breaching the decision of the Primates, was elected to the Standing Committee several years before the Primates’ meeting. As the Standing Committee is a Trustee body under English law, they cannot be removed without legal cause, and neither the Primates nor the ABC, nor indeed the ACC, can override the law.
- Under the Constitution of the ACC, no-one who is a recognised delegate from a member Province can be prevented from being nominated to the Standing Committee. However during their first day in session, Archbishop Justin presented a report to the ACC of the Primates meeting. As promised he requested the ACC to work with the Primates for the welfare of the whole Communion.
- He said “As Archbishop of Canterbury (a separate Instrument) I have acted on the Primates’ decision in those areas for which I have responsibility. It is both my and the Primates’ desire, hope and prayer that the Anglican Consultative Council should also share in working through the consequences of our impaired relationships.”
- There have also been suggestions of criminal action including forgery and corruption in which the Archbishop of Canterbury and Anglican Communion Office staff have been mentioned.
- It is the practice of the ACO to book the flights and cover the costs for all delegates attending ACC meetings, though some choose to cover their own costs. To imply that on this occasion this established practice is corrupt is disingenuous. Tickets were arranged well before any indications of non attendance by a small number of Provinces.
- The unsubstantiated public allegations of forgery against the members of the Kenyan delegation are scurrilous and untrue and are made in a manner against all biblical principles of appropriate behaviour.

The ACC standing committee met earlier in the week and issued this report of its meeting. Included is this sentence, “The Standing Committee considered the Communiqué from the Primates and affirmed the relational links between the Instruments of Communion in which each Instrument, including the Anglican Consultative Council, forms its own views and has its own responsibilities.”
